O Centro de Investigação e Prevenção de Acidentes Aeronáuticos (CENIPA), órgão maior da segurança de vôo no Brasil, ficará subordinado ao Comando da Aeronáutica, que não mais tem por atribuição tratar dos assuntos ligados à aviação civil e não terá disponibilidade de recursos financeiros, materiais e nem tem ascendência hierárquica sobre os demais órgãos do Sistema. Tem por objetivo Identificar as falhas na estrutura do Sistema de Investigação e Prevenção de Acidentes Aeronáuticos (SIPAER) que poderão surgir com a criação da ANAC, bem como, apresentar os resultados positivos que serão obtidos com a mudança da subordinação do Centro de Investigação e Prevenção de Acidentes Aeronáuticos (CENIPA), do Comando da Aeronáutica para o Ministério da Defesa. A metodologia adotada foi a descritiva exploratória em abordagem qualitativa com base comparativa, tendo como referencial a análise de componentes, atributos e resultados de alguns dos principais sistemas de investigação e prevenção de acidentes do mundo. Inicialmente, foram apresentadas informações importantes a respeito transporte aéreo no Brasil e no mundo. Em seguida, foram apresentadas informações a respeito do SIPAER, as quais formam a base teórica desta monografia. Através da análise das características dos sistemas similares de outros países, de grande significância para a aviação civil, estabeleceu-se uma relação entre esses sistemas. A partir da identificação desses parâmetros e da discussão de seus benefícios, em relação às hipóteses consideradas viáveis de aplicação no Brasil, conclui-se que o melhor caminho será a implantação de um órgão central ligado diretamente ao Ministério da Defesa, capaz de gerenciar não só a segurança da aviação civil, mas também das aviações das Forças Armadas. The Aeronautical Accidents Investigation and Prevention Center (CENIPA), the organization of flight safety in Brazil, will be subordinate to the Command of Aeronautics, that no longer negotiates on subjects linked to Civil Aviation and will not have the financial resources, materials or control over the other organs of the System. The objective of this study is to work with Flight Safety can become unfeasible, if the necessary alterations are not accomplished. The adopted methodology is descriptive in qualitative approach with a comparative base, regarding the analysis of components, attributes and results of the main investigation systems and prevention of accidents in the world. Initially important information was presented regarding the SIPAER that forms the theoretical base of this essay. The characteristics of similar systems in many countries are then analyzed for civil aviation, with the purpose of establishing a relationship among those systems. Starting from the identification of those parameters and of the discussion of its benefits, in relation to the viability of applying the hypothesis to Brazil, it will be concluded that the best road will be to establish a central organ linked directly to the Ministry of Defense, capable of managing not only the safety of civil aviation but also of the aviations of the armed forces.
