Resumo: The increase in drug consumption in western society isstudied according to its cultural incidence. A significant change can bedetected between the hippies contestatory movement of the sixties andtoday's apathy of young drug users. It is important to distinguishbetween drug use and drug abuse, and to include, i,n our concerns,alcohol, tobacco and medical drugs. Government measures changedfrom repression by intimidation to prevention by general education.Therapeutic techniques today vary from the coercitive, based onbehavioral techniques, to the liberal that value and encourage theindividual's capacity to assume responsability for his own life. Finally,the creation, by the University of Brasilia, of a Center to provideorientation about drugs and to care for drug addicts is discussed.

Finally,the creation, by the University of Brasilia, of a Center to provideorientation about drugs and to care for drug addicts is discussed.RESUMO - A evolução do consumo de drogas nas sociedades ocidentais é analisada quanto à sua incidência cultural. Nos últimos trinta anos, percebe-se uma mudança radical, entre a contestação do movimento hippie e o desencanto que caracteriza a juventude que nos dias de hoje se entrega às drogas. Cabe, no entanto, distinguir entre uso e abuso de drogas e incluir entre elas os medicamentos, o álcool e o fumo. Nas medidas adotadas pelas autoridades, cabe frisar a evolução nos programas de prevenção, da concepção de uma intimidação repressiva a uma educação preventiva, integrada nos programas escolares em geral. Quanto à abordagem terapêutica, destaca-se a polarização hoje em dia, entre uma concepção coercitiva, baseada em técnicas comportamentais, e uma concepção liberal, que acredita e incentiva a capacidade do drogado de se responsabilizarporsi mesmo.
