Food acquisition program’s challenges in fostering family farmers’ autonomy

Resumo: | This article analyzes the PAA's challenges in expanding the relative autonomy of family farming. A longitudinal study on the PAA was carried out based on the institutional arrangement formed in the municipality of Angatuba, located in the southwest region of the state of São Paulo, Brazil. Angatuba was selected because its institutional arrangement was executing the PAA for more than five consecutive years. The primary data that support the discussions were obtained through interviews at two different times, the first when the program was in full operation and the second when the program was no longer run in the municipality due cuts in the federal budget. Secondary data also supports the analysis. The results indicate that the institutional arrangement established in the municipality for the execution of the PAA, although very efficient, operated in a way that did not use the PAA’s institutional market to consolidate structural advances that could guarantee benefits in long term, thus, cushioning the opportunities to take the institutional market as a basis for setting up a virtuous cycle of public action. With the end of the program, farmers returned to the same conditions of production, income, and access to markets that they had previously experienced. Thus, the research points out that guaranteeing access to a protected market with fair remuneration brings relief to farmers but does not necessarily expand the relative autonomy of farmers or promote food sovereignty. Se realizó un estudio longitudinal sobre el PAA basado en la red formada en el municipio de Angatuba, ubicado en la región suroeste del estado de São Paulo, Brasil. Los datos primarios que respaldan las discusiones se obtuvieron a través de entrevistas en dos momentos diferentes, el primero cuando el programa estaba en pleno funcionamiento y el segundo cuando el programa ya no se ejecutaba en el municipio. Los datos secundarios también respaldan el análisis. Los resultados indican que el arreglo institucional establecido en el municipio para la ejecución del PAA, aunque muy eficiente, funcionó de manera que no extrapolara la superficie de las posibilidades engendradas por el programa, condicionando que el programa fuera ejecutado como un mero instrumento de mercado, por lo tanto, amortiguando las oportunidades para tomar el mercado institucional como base para establecer un círculo virtuoso de acción pública. Con el final del programa, los agricultores volvieron a las mismas condiciones de producción, ingresos y acceso a los mercados que habían experimentado anteriormente. Por lo tanto, la investigación señala que garantizar el acceso a un mercado protegido con una remuneración justa brinda alivio a los agricultores, pero no necesariamente expande la autonomía relativa de los agricultores ni promueve la soberanía alimentaria Palabras clave: Sistemas agroalimentarios. Foi realizado um estudo longitudinal sobre o PAA tomando como base empírica o arranjo institucional conformado no município de Angatuba, sudoeste do estado de São Paulo, para a execução deste programa. O arranjo de Angatuba foi selecionado pois operava o PAA há mais de cinco anos consecutivos. Os dados primários que subsidiam as discussões foram obtidos por meio de entrevistas em dois momentos distintos, sendo o primeiro quando o programa estava em pleno funcionamento e, o segundo, quando o programa não era mais executado no município devido a cortes no orçamento federal. Dados secundários também subsidiam as análises. Os resultados indicam que o arranjo institucional constituído no município, apesar de muito eficiente, operava de modo a não aproveitar o mercado institucional criado pelo programa no sentido de consolidar avanços estruturais que pudessem garantir benefícios a longo prazo, assim, amortecendo as oportunidades de tomar a garantia de compra como base para a configuração de um ciclo virtuoso de ação pública. Com o fim do programa, os agricultores voltaram às mesmas condições de produção, renda e acesso a mercados que vivenciavam anteriormente. Desta forma, a pesquisa aponta que a garantia de acesso a um mercado protegido com remuneração justa, traz um alívio para os agricultores, mas não, necessariamente, expande a autonomia relativa dos agricultores.
