Innovation in cooperatives for an energy transition in Rio Grande do Sul/Brazil: a policentric approach

Resumo: | The Rio Grande do Sul Policy on Climate Change established that the State would be responsible for redirecting the economy towards climate adaptation. During the first decade, central components for adaptation, such as the energy transition or the expansion of the bioeconomy, did not become public policies. This article seeks to contribute to the argument, still little appreciated in the debate, that cooperativism has significant potential for advancing this agenda. To this end, it uses the polycentric approach, developed by Elinor Ostrom, in the interpretation that the transition towards greater sustainability in Rio Grande do Sul can occur from simultaneous and independent innovations on multiple scales. Aiming to realize this argument, the article records four innovations underway in the Centro Region, established autonomously and voluntarily by cooperatives in their areas of operation. Among the results, it stands out that these initiatives allow the democratization of control over capital, the reduction of greenhouse gas emissions, as well as the generation of energy from renewable sources, providing opportunities for new productive chains in the rural environment and avoiding stagnation. Durante la primera década, componentes centrales para la adaptación, como la transición energética o la expansión de la bioeconomía, no se convirtieron en políticas públicas. Este artículo busca contribuir al argumento, aún poco apreciado en el debate, de que el cooperativismo tiene un potencial significativo para avanzar en esta agenda. Para ello, utiliza el enfoque policéntrico, desarrollado por Elinor Ostrom, en la interpretación de que la transición hacia una mayor sustentabilidad en Rio Grande do Sul puede ocurrir a partir de innovaciones simultáneas e independientes en múltiples escalas. Con el objetivo de concretar este argumento, el artículo registra cuatro innovaciones en marcha en la Región Centro, establecidas de manera autónoma y voluntaria por las cooperativas en sus áreas de operación. Entre los resultados, se destaca que estas iniciativas permiten la democratización del control del capital, la reducción de emisiones de gases de efecto invernadero, así como la generación de energía a partir de fuentes renovables, brindando oportunidades para nuevas cadenas productivas en áreas rurales y evitando la inmovilización em esperar la acción del Estado. Ao longo da primeira década, componentes centrais para a adaptação, como a transição energética ou a expansão da bioeconomia, não se tornaram políticas públicas. Esse artigo busca contribuir ao argumento, ainda pouco valorizado no debate, de que o cooperativismo apresenta potencial significativo para o avanço dessa agenda. Para tanto, utiliza a abordagem policêntrica, desenvolvida por Elinor Ostrom, na interpretação de que a transição rumo à maior sustentabilidade no Rio Grande do Sul pode ocorrer a partir de inovações simultâneas e independentes em múltiplas escalas. Visando a concretizar esse argumento, o artigo registra quatro inovações em curso na Região Centro, estabelecidas de forma autônoma e voluntária por parte de cooperativas em suas áreas de atuação. Entre os resultados, destaca-se que essas iniciativas permitem a democratização do controle sobre o capital, a redução das emissões de gases de efeito estufa, assim como a geração de energia de fontes renováveis, oportunizando novas cadeias produtivas no meio rural e evitando o imobilismo de aguardar pela ação do Estado.
