O presente artigo tem por objetivo investigar, por meio de revisão bibliográfica e conceitual, a atuação e o poder político efetivo dos pequenos grupos no direcionamento das decisões envolvendo o governo de um grande grupo, especificamente no sistema democrático e no contexto brasileiro.
