The changes in the world economy, resulting mainly from disruptive transformations, reinforce the importance of innovation. Considering the consensus on the relevance of innovation for the competitiveness of organizations and countries, it is erroneously possible to assume that there is a consensus on the innovation decision of organizations. However, this decision is not as obvious as we can assume, because there are limitations given by the circumstances of the territory. The conscious decision to incorporate the management of innovation depends on a number of factors of the environment, internal and external, to the organization or country. The innovation as an instrument to enhance economic competitiveness depends on the establishing links of cooperation and collaboration between The Actors the Territory, because the individual decisions, collective mobilizations and public policies affect the innovative capacity of the Territory. Thus, the proposal of this article is to contribute to the identification of institutions chained in the collaborative process in Silicon Valley. Finally, it should be noted that this article used the deductive method through a literature review on innovation and its impacts on regional development. Keywords: Innovation. Competitiveness.
