Analysis of financing for family farming in the south region and its states

Resumo: Based on data from the last Agricultural Census, this paper analyzes the characteristics of Family Farming (FF) establishments in southern Brazil and the characteristics of the FF financing lines in the region. For this purpose, a descriptive analysis of data from the 2016 Agricultural Census and data from the National System of Rural Credit of resources destined to FF made available by the Central Bank was carried out. From the analysis of these data, it was possible to observe that there is a greater number of establishments linked to FF than to non-family ones, but these occupy a significantly smaller area. The difference in education is also large among the FF establishments, as these owners have a lower level of education and, therefore, end up resorting more to technical guidance. In FF establishments, especially those linked to Pronaf B, there is a greater participation of women's work. In relation to production, it was observed that most is destined to temporary crops and livestock activities. Regarding access to Pronaf, most establishments have the Declaration of Aptitude for Pronaf (DAP), but there are a considerable number of establishments that do not know whether or not they have the DAP. In relation to financing received in the South Region, there was a great concentration of these resources for the costing activity. Keywords: Family Farming. Agricultural Census. Pronaf. Con base en los datos del último Censo Agropecuario, el presente trabajo analiza las características de los establecimientos de Agricultura Familiar (AF) en la región sur de Brasil y las características de las líneas de financiamiento de AF en la región. Para ello, se realizó un análisis descriptivo de los datos del Censo Agropecuario 2016 y los datos del Sistema Nacional de Crédito Rural de los recursos destinados al AF puestos a disposición por el Banco Central. Del análisis de estos datos se pudo observar que existe un mayor número de establecimientos vinculados a AF que a los no familiares, pero estos ocupan un área significativamente menor. La diferencia en la educación también es grande entre los establecimientos de AF, ya que estos propietarios tienen un nivel de educación más bajo y, por lo tanto, terminan recurriendo más a la orientación técnica. En los establecimientos AF, especialmente los vinculados al Pronaf B, hay una mayor participación del trabajo de las mujeres. En relación a la producción, se observó que la mayor parte se destina a cultivos temporales y actividades ganaderas. En cuanto al acceso al Pronaf, la mayoría de los establecimientos cuentan con la Declaración de Aptitud del Pronaf (DAP), pero hay un número considerable de establecimientos que desconocen si cuentan o no con el DAP. En relación al financiamiento recibido en la Región Sur, hubo una gran concentración de estos recursos para la actividad de costeo. Palavras clave: Agricultura Familiar. Censo Agropecuario. Pronaf. Financiación.O presente trabalho analisa, a partir dos dados do último Censo Agropecuário, as características dos estabelecimentos da Agricultura Familiar (AF) na Região Sul do Brasil e as características das linhas de financiamento da AF na região. Para tanto, foi feito uma análise descritiva dos dados do Censo Agropecuário de 2016 e dos dados do Sistema Nacional do Crédito Rural dos recursos destinados a AF disponibilizados pelo Banco Central. A partir da análise desses dados foi possível observar que existe um maior número de estabelecimentos ligados a AF do que a não familiar, porém esses ocupam uma área significativamente menor. A diferença de escolaridade também é grande entre os estabelecimentos da AF, sendo que esses proprietários possuem menor nível de escolaridade e, por isso, acabam recorrendo mais a orientação técnica. Nos estabelecimentos da AF, sobretudo aqueles ligados ao Pronaf B, se observa uma maior participação do trabalho feminino. Em relação à produção, observou-se que a maior parte se destina a lavouras temporárias e as atividades pecuárias. Com relação ao acesso ao Pronaf, a maioria dos estabelecimentos possui a Declaração de Aptidão ao Pronaf (DAP), porém há um número considerável de estabelecimentos que não sabem se possuem ou não a DAP.
