The participation of family farming in purchases for school food in Rio Grande do Sul: an analysis according to the regionalization of COREDES

Resumo: | The Brazilian National School Feeding Program (PNAE) is considered an international reference for articulating the agricultural and food and nutritional security policies. This is largely due to the changes established by the Law No. 11.947/2009, especially through the determination that at least 30% of the resources allocated to this program be used to purchase food from family farming. The objective of the article is to analyze the existence of differences in the participation of family farming in PNAE and compliance to the minimum purchases mechanism in the different regions of the state of Rio Grande do Sul (RS). The information was obtained through literature review and documentary research. The main source of quantitative data regarding the execution of PNAE by the city halls from 2011 to 2016 was The National Fund for Educational Development (FNDE). We observed significant differences between the regions, both in the participation of family farming in the PNAE and in compliance with the minimum purchasing mechanism. Keywords: PNAE. Esto es atribuido en grande medida a los cambios establecidos por la Ley nº 11.947/2009, especialmente a través de la determinación que, mínimo 30% de los recursos destinados al programa sean utilizados en la adquisición de alimentos de la agricultura familiar. El objetivo del artículo es analizar la existencia de diferencias en la participación de la agricultura familiar en el PNAE y en el cumplimiento de este mecanismo de compras mínimas en las diversas regiones del estado de Rio Grande do Sul (RS). Las informaciones fueron obtenidas a través de la revisión de literatura e investigación documental. La principal fuente de datos cuantitativos fue el Fondo Nacional de Desarrollo de la Educación (FNDE) y se refiere a la ejecución del PNAE por los gobiernos municipales, de 2011 a 2016. Se constataron expresivas diferencias entre las regiones, tanto en la participación de la agricultura familiar en el PNAE como en el cumplimento del mecanismo de compras mínimas. O objetivo do artigo é analisar a existência de diferenças na participação da agricultura familiar no PNAE e no cumprimento desse mecanismo de compras mínimas nas diversas regiões do estado do Rio Grande do Sul (RS). As informações foram obtidas através de revisão de literatura e pesquisa documental. A principal fonte de dados quantitativos foi o Fundo Nacional de Desenvolvimento da Educação (FNDE) e referem-se à execução do PNAE pelas prefeituras, de 2011 a 2016. Constataram-se expressivas diferenças entre as regiões, tanto na participação da agricultura familiar no PNAE, como no atendimento do mecanismo de compras mínimas. Palavras-chave: PNAE.
