Wage inequalities for people with disabilities: macroregional aspects and the paranaense labor market

Resumo: This article aims to identify the wage inequalities caused by disability in Brazilian regions and investigate the discriminatory impact of disabilities on the income of workers in Paraná. Using microdata from the 2010 Demographic Census, Mincer equations were estimated with correction for sample selection bias and the Oaxaca-Blinder wage decomposition for workers with and without disabilities in the state of Paraná. The data identified a higher proportion of employed workers with disabilities, lower wages, and greater wage differences in the North and Northeast while in the Southeast and South the opposite is observed. Specifically, in Paraná, workers with disabilities have low occupation, the majority are older individuals, men, whites, heads of households, inserted in the private sector and less educated. The counterfactual wage decomposition pointed to an unfavorable wage gap for workers with disabilities, whose most striking effects are for people with visual and physical disabilities. The presence of income discrimination against individuals with disabilities in the Paraná labor market was confirmed, with the discriminatory effect being superior to the effect explained by productive and non-productive personal characteristics. Paraná.Este artículo tiene como objetivo identificar y analizar las desigualdades salariales causadas por la discapacidad en las regiones brasileñas e investigar el impacto discriminatorio de la discapacidad en la renta de los trabajadores de Paraná. Utilizando microdatos del Censo Demográfico de 2010, se estimaron ecuaciones de Mincer con corrección por sesgo de selección de muestra y la descomposición salarial Oaxaca-Blinder para trabajadores con y sin discapacidad en el estado de Paraná. Los datos identificaron mayor proporción de ocupados con discapacidad, salarios más bajos y mayores diferencias salariales en el Norte y Nordeste, mientras que en el Sudeste y Sur se observa lo contrario. Específicamente, en Paraná, los trabajadores con discapacidad tienen baja ocupación, la mayoría son personas mayores, hombres, blancos, jefes de familia, insertos en el sector privado y menos educados. La descomposición contrafactual de los salarios apuntó a una brecha salarial desfavorable para los trabajadores con discapacidad, cuyos efectos más llamativos son para las personas con discapacidad visual y física. Se constató la presencia de discriminación de ingresos contra las personas con discapacidad en el mercado de trabajo de Paraná, siendo el efecto discriminatorio superior al efecto explicado por las características personales productivas y no productivas. Paraná.Este artigo teve como objetivo identificar e analisar as desigualdades salariais provocadas pela deficiência nas regiões brasileiras e o impacto discriminatório das deficiências sobre os rendimentos dos trabalhadores paranaenses. Por meio dos microdados do Censo Demográfico de 2010, foram estimadas as equações mincerianas com correção de viés de seleção amostral e a decomposição salarial de Oaxaca-Blinder para os trabalhadores com e sem deficiência no estado do Paraná. Os dados identificaram maior proporção de trabalhadores com deficiência ocupados, salários mais baixos e maiores diferenças salariais nas regiões Norte e Nordeste do país, enquanto no Sudeste e Sul tem-se o inverso. Especificamente, no Paraná os trabalhadores com deficiência têm baixa ocupação, a maioria é de indivíduos mais velhos, homens, brancos, chefes de família, inseridos no setor privado e menos escolarizados. A decomposição contrafactual de salários apontou diferença salarial desfavorável para os trabalhadores com deficiência, cujos efeitos mais contundentes são para as pessoas com deficiência visual e física. Comprovou-se a presença da discriminação de rendimentos contra os indivíduos com deficiência no mercado de trabalho paranaense, sendo o efeito discriminatório superior ao efeito explicado pelas características pessoais produtivas e não produtivas.
