THE TEACHING WORK IN THE CONTEXT OF CITIZEN SCHOOLS IN PARAÍBA

Resumo: The article seeks to contribute to the understanding of teaching work in the context of current educational policy for full-time High School with subsidies brought by doctoral research, carried out between 2019 and 2022, entitled “Teaching work in the Education Program Integral in Paraíba (PEIPB)”. The article is organized with an introduction presenting the problem, objective and methodology of the research, then it brings the debate on the process of restructuring the teaching work based on a literature review, and the policies of the New Public Management (NGP) disseminated on the global agenda for education. The central focus of the article is Paraíba's integral education policy for high school, exposing the development of its historical process, its foundations in the public-private partnership, the pedagogical and administrative model adopted in schools and the privatization policies in the context of public education. In the discussion about the results, it analyzes empirical data collected through a survey and a focus group with teachers who work full-time in high schools. Data were analyzed from the categories: workload, teacher evaluation, relationship with school management, didactic autonomy and remuneration. Finally, in the final considerations, the text points to the convergence between the PEIPB and the international agenda for education, marked by mechanisms of privatization of education, with accountability and reward policies, which have promoted a process of intensification of teaching work with losses in their intellectual expression.

El artículo se organiza con una introducción en la que se presenta la problemática, el objetivo y la metodología de la investigación, para luego traer el debate sobre el proceso de reestructuración del trabajo docente a partir de la revisión de la literatura, y las políticas de la Nueva Gestión Pública (NGP) difundidas en la agenda global de la educación. El enfoque central del artículo es la política de educación integral en Paraíba para la escuela secundaria, exponiendo el desarrollo de su proceso histórico, sus fundamentos en la asociación público-privada, el modelo pedagógico y administrativo adoptado en las escuelas y las políticas de privatización en el contexto de la educación pública. En la discusión sobre los resultados, se analizan los datos empíricos recogidos a través de una encuesta y un grupo de discusión con profesores que trabajan en escuelas secundarias a tiempo completo. Los datos se analizaron a partir de las categorías: carga de trabajo, evaluación del profesorado, relación con la dirección del centro, autonomía docente y remuneración. Finalmente, en las consideraciones finales, el texto señala la convergencia entre el PEIPB y la agenda a nivel internacional para la educación, marcada por mecanismos de privatización de la educación, con políticas de accountability y premiación, que ha promovido un proceso de intensificación del trabajo docente con pérdidas en su expresión intelectual.O artigo contribui com a compreensão do trabalho docente no contexto da atual política educacional para o Ensino Médio em tempo integral. O objetivo é expor a política educacional adotada no estado da Paraíba e refletir sobre seu processo de implantação, o modelo pedagógico e administrativo das escolas e as políticas de privatização em seu contexto. A metodologia baseou-se na análise de dados empíricos, coletados por meio de pesquisa de tipo survey e realização de grupos focais com professores que trabalham em escolas de Ensino Médio em tempo integral. Os dados foram analisados a partir das categorias: carga de trabalho, avaliação docente, relação com a gestão escolar, autonomia docente e remuneração e carreira. A discussão teórica destacou o processo de reestruturação da profissão docente, ensejado por novos modos de regulação, que com a Nova Gestão Pública e determinados instrumentos da ação pública difundiram-se em âmbito internacional, configurando uma agenda global para a educação. Os resultados apontam que o Programa de Educação Integral para o Ensino Médio converge com a agenda em âmbito internacional para educação, marcado por mecanismos de privatização da educação, com políticas de responsabilização e premiação, estando a profissionalidade docente impactada pela sobrecarga de trabalho, ampliação e cobranças de materiais pedagógicos e administrativos, instabilidade na escola, relativa perda de autonomia e insatisfação com a remuneração e o plano de carreira.
