PRIVATIZATION AND THE RIGHT TO EDUCATION A PENDING DIALOGUE: WHAT THE SELECTED PRODUCTION SAYS

Resumo: This is a bibliographic study, funded by FAPESP, carried Brazilian databases related to theses and dissertations and to journals . The productions were selected by the descriptors right to education and privatization and characterized according to bibliometric information and qualitative categories: empirical field; nature of the research; dimension and form of operationalization of the privatization of education; basic education stage; position of the work on the theme analyzed, private actor and its relation with the right education. The period, 1988 to 2018, considers 30 years of the legal guarantee of the right to education after Constitution. The results indicate: lack of quantitative research on this relation; prevalence of documentary research; centrality of studies on privatization of the educational offer and a favorable perspective to the transfer of responsibility for the offer, management or curriculum proposal of the state to private actors when they are constituted by social movements or popular organizations.

Las producciones fueron seleccionadas por los descriptores derecho a la educación y privatización y caracterizadas según información bibliométrica y categorías cualitativas: campo empírico; naturaleza de la investigación; dimensión y forma de operacionalización de la privatización de la educación; etapa de educación básica; posición del trabajo sobre el tema analizado, actor privado y relación con el derecho a la educación. El período 1988/2018 considera 30 años de garantía legal del derecho a la educación desde la Constitución. Los resultados indican: ausência de investigación cuantitativa; prevalencia de investigación documental; centralidad de los estudios sobre la privatización de la oferta y una perspectiva favorable a la transferencia de la responsabilidad de la oferta, gestión o currículum del Estado a actores privados cuando estos estén constituidos por movimientos sociales u organizaciones populares. Palabras clave: privatización, derecho a la educación, educación básica, estudio bibliográficoTrata-se de estudo bibliográfico, financiado pela FAPESP, realizado em três bases de dados brasileiras relacionadas a teses e dissertações e a periódicos em educação. As produções foram selecionadas pelos descritores direito à/a educação e privatização e caracterizadas segundo informações bibliométricas e categorias qualitativas: campo empírico; natureza da pesquisa; dimensão e forma de operacionalização da privatização da educação; etapa da Educação básica; posição do trabalho sobre o tema analisado, o ator privado e relação com direito à educação. O período, 1988 a 2018, considera 30 anos da garantia legal do direito à educação prevista na Constituição Federal.
