Students with disabilities in institutional care condition: challenges for management and school inclusion

Resumo: This paper discusses about management and school inclusion of students with disabilities who are living under institutional care conditions. The themes are relevant given that there is little research that aims to relate them. Therefore, this study aimed to investigate and understand the reality of educational management on the inclusion of students with disabilities living in institutional care conditions. Some authors were selected to support this study, including: Lück (2006); Libâneo, Oliveira and Toschi (2005); Sousa and Paravidini (2013); Carvalho (2006); Tezani (2010); Yin (2010); and Bardin (2011). This research was classified as qualitative case study. The instruments for data collection were semi-structured interviews and observations in the school the disabled student was enrolled in.  The results point to a still deficient inclusive practice, and the school states that the support from the City Department of Education is still incipient in support to the work of school management in the provision of financial and human resources for the inclusion to happen. It can be observed that for inclusion to be effective, it is necessary a truly articulated work among all people involved in the process.

Los temas son relevantes teniendo a la vista que son escasas las investigaciones que intentan relacionarlos. Para tanto, ésta visó averiguar y comprender la realidad de la gestión educacional ante la inclusión de alumnos con deficiencia que vivían en esa situación. Algunos autores fueron seleccionados para sostener este estudio, entre ellos: Lück (2006), Libâneo, Oliveira y Toschi (2005), Sousa y Paravidini (2013), Carvalho (2006), Tezani (2010), Yin (2010) y Bardin (2011). Esta investigación se configura como cualitativa del tipo estudio de caso. Los instrumentos de colectas de datos seleccionados fueron entrevista semiestructurada y observaciones en las escuelas en que el alumno con deficiencia estaba inscripto. Los resultados apuntan para una práctica inclusiva aún deficitaria, y la escuela afirma que el apoyo de la Secretaria Municipal de Educación aún es incipiente en el respaldo al trabajo de la gestión escolar en el suministro de recursos financieros y humanos para que la inclusión de hecho se realice. Se observó que para la inclusión efectuarse es necesario un trabajo realmente articulado entre todos los involucrados en este proceso.Este artigo debate a respeito da gestão e da inclusão escolar de alunos com deficiência que vivem em situação de acolhimento institucional. Os temas são relevantes tendo em vista que são escassas as pesquisas que buscam relacioná-los. Para tanto, esta pesquisa visou investigar e compreender a realidade da gestão educacional diante da inclusão de alunos com deficiência que viviam em situação de acolhimento institucional. Alguns autores foram selecionados para embasar este estudo, entre eles: Lück (2006), Libâneo, Oliveira e Toschi (2005), Sousa & Paravidini (2013), Carvalho (2006), Tezani (2010), Yin (2010) e Bardin (2011). Esta pesquisa se configurou como qualitativa do tipo estudo de caso. Os instrumentos de coleta de dados selecionados foram entrevista semiestruturada e observações na escola em que o aluno com deficiência estava matriculado. Os resultados apontam para uma prática inclusiva ainda deficitária. A escola afirma que o apoio da Secretaria Municipal de Educação ainda é incipiente no respaldo ao trabalho da gestão escolar para o provimento de recursos financeiros e humanos para que a inclusão de fato se concretize.
