"Minha Casa, Minha Vida": Housing and job creation policy or deepening urban segregation?

Resumo: This work want to present a brief critical analysis about the National Housing Plan announced by the federal government during the month of march 2009, aiming to minimize the impacts of the ongoing international economic crisis on employment in Brazil and at the same time combat the serious existing housing deficit. This necessary confrontation will happen, according to proposal of the government, by two main fronts: firstly, as housing policy, trying to reduce housing deficit for the population where this deficit is concentrate, in other words, the families that have income until three minimum wages. This reduction, in turn, will result, as required by the plan, constructing and financing of one million houses. In addition, the plan predicts the heating of the civil construction sector, like a policy of generation employment, income and economic growth. The criticisms presented in this text revolve around the possible existent limitations to the implementation of the federal plan - in respect of weaknesses of the policy, while creating jobs - and their on own nature.

The criticisms presented in this text revolve around the possible existent limitations to the implementation of the federal plan - in respect of weaknesses of the policy, while creating jobs - and their on own nature.Esta trabalho tem o intuito de apresentar uma breve análise crítica do Plano Nacional de Habitação anunciado pelo governo federal durante o mês de março de 2009, com a finalidade de minimizar os impactos da crise econômica internacional em curso sobre o emprego no Brasil e, ao mesmo tempo, combater o grave déficit habitacional existente. Este enfrentamento necessário dar-se-á, de acordo com a proposta do governo, através de duas principais frentes: em primeiro lugar, como política habitacional, busca-se reduzir o déficit de moradia para a população onde este déficit se concentra, ou seja, as famílias que apresentam renda na faixa de até três salários mínimos. Esta redução, por sua vez, será fruto, como previsto pelo plano, da construção e do financimento de um milhão de casas. Paralelamente, o plano prevê o aquecimento do setor da construção civil, como política de geração de emprego, renda e crescimento econômico.
