Pandemic and Necropolitical State: an essay on Public Policies and the worsening vulnerabilities of the black people to COVID-19.

Resumo: This article aims to reflect on three distinct and interconnected thematic axes: the COVID-19 pandemic, the government's action manifested in the implementation of emergency public policies, and the background of structural racism and necropolitics as factors that guide the way how the State manages the health crisis. First, this work presents a brief overview of the pandemic and some reflections from the social sciences about it. Then, we discuss the way the Brazilian State faced the public health emergency, analyzing its investments and actions. Finally, the articulation between structural racism and necropolitics allow us to understand how the scenario created by the coronavirus aggravated the condition of social vulnerability

En primer lugar, este trabajo presenta una breve descripción de la pandemia y algunas reflexiones de las ciencias sociales al su respecto. Luego, discuti la forma en que el Estado brasileño enfrentó la emergencia de salud pública, analizando sus inversiones y acciones. Finalmente, la articulación entre racismo estructural y necropolítica nos permiti comprender cómo la condición de vulnerabilidad social de las poblaciones negras se agravó por el escenario creado por el coronavirus y cómo actúa cada una de estas instancias de poder para que se intensifique aún más.Este artigo reflete sobre três eixos temáticos distintos e interligados: a pandemia de COVID-19, a ação do governo manifestada na implementação de políticas públicas emergenciais e o pano de fundo do racismo estrutural e da necropolítica como fatores que orientam a maneira como o Estado faz a gestão da crise sanitária. Inicialmente, este trabalho apresenta um breve panorama da pandemia e algumas reflexões das ciências sociais a respeito dela. Em seguida, discutimos a maneira como o Estado brasileiro se colocou diante da emergência de saúde pública, analisando seus investimentos e ações.
