Municipal boards and educational management: the continuing education distance and its movements

Resumo: Through scientific research in development, this article is based on distance extension actions of continuing education of a specific public program, the National Program of Training Municipal Counselors of Education (Pro-Council). This program targets a policy of democratization of education management and qualification on work of municipal counselors of education as well as education technicians in relation to educational practices, legislation, financing mechanisms, transfer and control of the use of funds of education in order to enable a good performance of the Municipal Boards of Education (MCE) in their socio-educational institutions. In this context, the objective is recognizing and analyzing the continuing education impacts developed under Pro-Council/Federal University of Santa Maria about aspects as competence and commitment of ex-attendants at the Municipal Councils of Education as a democratic collective bodies. The study is developed under a quantitative and qualitative approach, using the production of semi-open questionnaires data applied to counselors and technicians. From this, we stress the growing interest of the Boards of Education and the Departments of Education to capacitate their counselors and technicians; the establishment and implementation of new Municipal Boards of Education in Rio Grande do Sul State/Brazil; the relationship between the professional exercise and political and theoretical reflection; and so on. Whereas the Municipal Boards of Education are required to consolidate the democratic management, it is very important the training of individuals involved and especially establishing dialogic processes with social demands of each municipality, mainly, the educational ones, in the sense of [re] building the public policies for basic education in a responsible and participatory way.

Este programa visa a una política de democratización de la gestión educativa y la calificación de los  consejeros y de los técnicos municipales de educación en relación con las prácticas educativas, la legislación, los mecanismos de financiación, la transferencia y el control del uso de los fondos de la educación, para permitir que los Consejos Municipales de Educación ( CME) un rendimiento en sus instituciones socioeducativas. En esta coyuntura, el objetivo es reconocer y analizar los impactos de la formación continua, desarrolladas bajo Pró-Conselho/UFSM, sobre los aspectos de: cómo los Estudiantes competentes y comprometidos en los Consejos Municipales de Educación  actúan en órganos colectivos democráticos. Los enfoques de la investigación presentase de modo cuanti-calitativo, mediante la producción de cuestionarios con datos semi - abiertos aplicadas a directivos y técnicos. De esto, hacemos hincapié en el creciente interés de la Secretaría y Consejos  de Educación para capacitar a sus directivos y técnicos, el establecimiento y la aplicación de nuevos Consejos Municipales de Educación en RS, la relación entre el ejercicio profesional de la reflexión política y teórica y así sucesivamente. Considerase que los Consejos Municipales de Educación son importantes para consolidar la gestión democrática, pues hace  el entrenamiento de los sujetos involucrados al establecer procesos dialógicos con las demandas educativas, sociales de sus municipios, bien como al [ re ] construir de manera responsable las políticas públicas participativas para la educación básica.Mediante pesquisas científicas em movimento, o presente artigo tem como base ações extensionistas de formação continuada, à distância, do Programa Nacional de Capacitação de Conselheiros Municipais de Educação (Pró-Conselho). Este Programa visa uma política de democratização da gestão educacional e a qualificação do trabalho dos conselheiros municipais de educação e técnicos de secretarias de educação no que tange às práticas educativas, à legislação e aos mecanismos de financiamento, repasse e controle do uso das verbas da educação, de modo a possibilitar aos Conselhos Municipais de Educação (CMEs) uma atuação em suas instâncias sócio-educacionais. Nessa conjuntura, objetiva-se reconhecer e analisar impactos da formação continuada desenvolvida no âmbito do Pró-Conselho/UFSM, acerca de aspectos como atuação competente e comprometida dos cursistas junto aos Conselhos Municipais de Educação como órgãos colegiados democráticos. Aborda-se a pesquisa de maneira quanti-qualitativa, utilizando na produção dos dados questionários semi-abertos aplicados aos conselheiros e técnicos.
