Inventorying resources, constructing historical interpretations: the daycare and kindergarten in Brasília (DF, 1960-1970)

Resumo: When one thinks about the constitution of daycare centers and preschools in Brasília, from the moment the capital was inaugurated, on April 21, 1960, there is still a gap in history that allows us to grasp a historical interpretation of the education and care given to these children, at least in the first two decades. To understand this constitution and the practices/conceptions present there, this study locates, through an inventory of sources, the documents that make it possible to go through the traces of the first daycare centers and kindergartens in Brasília, in the 1960s and 1970s. Having defined the intention, the files consulted were: the National Institute of Educational Studies and Research Anísio Teixeira (INEP); the Public Archive of the Federal District; the Public Archive of the Senate, the Digital Newspaper Library of the National Library, and the Museum of Education of the Federal District. As first interpretations, it was possible to show that, in Brasília, the creation of the daycare center and preschool follows what happened in other parts of the Brazilian territory, with distinction where the first was a guard space and the second of pedagogical practices with children, made by trained teachers. However, there is already a demand for daycare that ends up echoing in the pages of the Correio Braziliense newspaper, albeit as a right of the mother and not of the children. In the kindergartens, the organization of routines is located, where the languages appeared, linked to playing, although not centered on the children, but on the proposers of the activities: the teachers.

Para comprender esa constitución y las prácticas/concepciones que allí estarían presentes, este estudio localiza, a través de un inventario de fuentes, los documentos que posibilitan recorrer los vestigios de las primeras guarderías y jardines de infancia en Brasilia, en el 1960 y 1970. Una vez delimitada la intención, los archivos consultados fueron: el Instituto Nacional de Estudios e Investigaciones Educativas Anísio Teixeira (INEP); el Archivo Público del Distrito Federal; el Archivo Público del Senado, la Hemeroteca Digital de la Biblioteca Nacional y el Museo de la Educación del Distrito Federal. Como primeras interpretaciones, fue posible mostrar que, en Brasilia, la creación de la guardería y preescolar sigue lo que sucedió en otras partes del territorio brasileño, con distinción donde la primera fue un espacio de guardia y la segunda de prácticas pedagógicas con niños, realizados por maestros capacitados. Sin embargo, ya existe una demanda de guarderías que termina haciendo eco en las páginas del diario Correio Braziliense, aunque sea como un derecho de la madre y no de los niños. En los jardines se ubica la organización de rutinas, donde aparecieron los lenguajes, ligados al juego, aunque no centrados en los niños, sino en los proponentes de las actividades: los docentes.Quando se pensa na constituição das creches e pré-escolas em Brasília, desde o momento de inauguração da capital, 21 de abril de 1960, há ainda um lapso dentro da história que permite apreender uma interpretação histórica sobre a educação e cuidado ministrado a essas crianças, pelo menos nas duas primeiras décadas. Com o intuito de compreensão dessa constituição e das práticas/concepções que estariam ali presentes, este estudo localiza, por meio de um inventário de fontes, os documentos que possibilitam percorrer os vestígios das primeiras creches e jardins de infância em Brasília, nas décadas de 1960 e 1970. Demarcada a intenção, os arquivos consultados foram: o Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira (INEP); o Arquivo Público do Distrito Federal; o Arquivo Público do Senado, a Hemeroteca Digital da Biblioteca Nacional e o Museu de Educação do Distrito Federal. Como primeiras interpretações, foi possível evidenciar que, em Brasília, a constituição da creche e da pré-escola acompanha o ocorrido em outras partes do território brasileiro, com distinção onde a primeira era espaço de guarda e a segunda de práticas pedagógicas com crianças, feitas por professoras com formação. Todavia, localiza-se já uma demanda por creche que acaba ecoando nas páginas do jornal Correio Braziliense, ainda que como um direito da mãe e não das crianças.
