Education and democracy: the gaucho project of a modern Brazil

Resumo: This work intends to analyze the debate around the educational question in the space of the National Constituent Assembly of 1934 as an archetype of the national modernization project elaborated by the Rio Grande do Sul bench. Resuming the socio-political situation of the period, that sphere of institutional reformulation of the country was constituted as an arena of confrontation between the various interest groups in the defense of their agendas, clarifying the movement by which group ideas are constructed as social forces and act in the configuration of a Nation project. In this sense, it is possible to perceive in the documentary treatment of the Annals of ANC 34 the nascent square of an educational policy based on the expansion of the attributions of the national State that reverberates in the post-45 democratization process, demarcating the perception of education as a political weapon and, directly linked to this, as a driving factor for national development.

Retomando el contexto sociopolítico de la época, esa esfera de reformulación institucional del país se constituyó como un escenario de confrontación entre los distintos grupos de interés en la defensa de sus agendas, aclarando el movimiento mediante el cual se construyen las ideas grupales como fuerzas sociales y actuar en la configuración de un proyecto de Nación. En este sentido, es posible percibir en el tratamiento documental de los Anales de ANC 34 el cuadro naciente de una política educativa basada en la ampliación de las atribuciones del Estado nacional que repercute en el proceso de democratización post-45, demarcando la percepción de la educación como arma política y vinculada a ella, como factor impulsor del desarrollo nacional.Este trabalho pretende analisar o debate em torno da questão educacional no espaço da Assembleia Nacional Constituinte de 1934 enquanto arquétipo do projeto de modernização nacional elaborado pela bancada gaúcha. Retomando a conjuntura sócio-política do período, aquela esfera de reformulação institucional do país se constituiu enquanto uma arena de enfretamento entre os diversos grupos de interesses na defesa de suas agendas, clarificando o movimento pelo qual os ideários grupais se constroem enquanto forças sociais e agem na configuração de um projeto de Nação.
