Resumo: Over the years, humanity has caused major disasters in the environment of planet Earth, due to the great industrialization, overpopulation, the excessive use of hydrocarbons which directly affect the atmosphere of the planet. Now, a disease has emerged that has affected the population of the vast majority of states, which, according to WHO, is facing a pandemic for the COVID 19 virus. Thus, States must contribute more of their resources to ensure their essential purposes as guarantor of their population’s rights, including fundamental, economic, social and cultural rights, as well as the healthy environment. In this way, and under the harmonious collaboration of States with international organizations, progress can be made from a model of life in which the planet has been affected, one in which effective protection is generated, since, if humanity continues to be in breach, humanity will not be able to exercise its rights on the planet.

Con el paso de los años, la humanidad ha ocasionado grandes desastres en el medio ambiente del planeta Tierra, debido a la gran industrialización, la sobrepoblación y el excesivo uso de los hidrocarburos, los cuales afectan directamente la atmosfera del planeta. Ahora, el mundo se encuentra enfrentando la pandemia producida por el virus SARS COVID 19, el cual ha afectado a la gran mayoría de las naciones, tanto en la salud de su población como en su economía. Por lo tanto, debido a que los Estados, deben proporcionar las mínimas garantías de protección de los derechos de su población, ha sido necesario que estos aporten mayores recursos a la estabilización de los sistemas de salud, de educación, de alimentación y de economía, con lo cual se busca mantener la protección de los derechos fundamentales, económicos, sociales y culturales de su población. Por lo tanto, ha sido necesario que los Estados trabajen armónicamente con las organizaciones internacionales, para que, de esa manera, se pueda llegar a un consenso tanto regional como universal sobre las medidas más eficaces para proteger los derechos de la población respectiva.
