The scope of this academic research is to deal with the Early Life Investigation phase for the position of soldier in the Military Police of Paraná. To this end, the constitutional principles that govern public administration will be addressed, highlighting the collision between the Principle of Morality provided for in the caput of art. 37- CF and the Principle of Presumption of Innocence, enshrined in art. 5th, LVII - CF. The specific aspects of the Early Life Investigation in the aforementioned competition will also be presented, in addition to the economic analysis of the law as a positive effect of the aforementioned stage of the competition, the results of which were obtained in the 2020 selection process. We also sought to analyze the STF ruling in the judgment of Extraordinary Appeal 560.900-DF on the topic, in addition to pointing out, based on the distinguishing institute, the distinction between the legal precedent established in the thesis of general repercussion in Theme 22 and the purpose of the Early Life Investigation in public examinations for original access. To achieve the expected result, the methodology applied was the deductive method, bibliographic and documentary research, in addition to empirical research. At this stage, the researcher's concern lies in the following question: To what extent does the absence of the Previous Life Investigation impact the efficiency of the public service and what are its effects on public administration? Finally, in the conclusion, the results achieved in the research will be presented.
