The efficiency of public management related to the stability of the federal public servant

The present work aims to analyze the Brazilian Public Management’s history, placing it under the scope of the Federative Republic of Brazil’s 1988 Constitution and its principles, especially regarding the “efficiency”, and observing the 8.112 /1990 Law – Statute of Federal Public Servants, to relate them to public service stability. The Public Administration slowly pursues the business transformations of the globalized world, left behind in their constant changes. The State must govern focusing on the public interest, aiming for society’s satisfaction, according to the current law. However, citizens increasingly complain about the public administration’s inefficiency, using their servants’ stability as a constant justification. It is hoped to better understand the connection between these issues, and search for answers to this dichotomy. The methodology of this work was bibliographic research which, regarding public management, is quite broad. However, for the specific subject of public service stability, it is scarce and dispersed. As a conclusion, it is possible to say that, despite the beliefs, public servants’ stability is not the cause of the sector's inefficiency.
