Federative coordination and collaboration in the policy and management of the ongoing development of teachers from 2003 to 2006

Resumo: The article integrates the studies carried out as part of a concluded research which aimed to analyze the intergovernmental relations established by the federated entities in the implementation of policies created in the framework of the Federal and State Governments    oriented towards the ongoing development of literacy teachers and the role played by the municipalities in the execution of such policies in the period between 2003 and 2006. As an integral part of the broad analysis, this text discusses the policy and management of the ongoing development of teachers in Brazil, considering the federative coordination and collaboration between 2003 and 2006. It presents an analysis carried out in documents of the National Policy of Recognition and Development of Teachers, redesigned in the beginning of 2003, especially the National Network of Ongoing Development of Basic Education Teachers. It also emphasizes the guidelines agreed upon set down to initiate collaborative efforts between the federated entities and universities to implement this policy. The examination reveals signs of a centralized federal formulation and a decentralized offer, and indicates different reactions by states and municipalities to the model of federalism adopted in the policies, giving rise to contradictions in the structure of roles played by the subnational units.

Como parte del examen amplio, este texto discute la política y la gestión de la formación continuada de profesores en Brasil, considerando la coordinación y colaboración federativa en el período. Se presenta un análisis realizado en documentos del conjunto de la Política Nacional de Valorización y de Formación de Profesores, rediseñada a principios de 2003, en especial de la Red Nacional de Formación Continuada de Profesores de la Educación Básica, y evidencia las directrices asumidas para la creación de esfuerzos colaborativos entre los entes federados y las Universidades en la implementación de esa política. El examen revela marcas de una formulación federal centralizada y oferta descentralizada, y apunta diferentes reacciones de estados y municipios al modelo de federalismo adoptado en las políticas, dando lugar a contradicciones en el diseño de los papeles de las unidades subnacionales.O artigo é integrante dos estudos realizados no âmbito de pesquisa concluída que teve como objetivo analisar as relações intergovernamentais estabelecidas pelos entes federados na implementação de políticas formuladas no âmbito dos Governos Federal e Estadual voltadas para a formação continuada de alfabetizadores e o papel exercido pelos Municípios na execução dessas políticas no período de 2003 a 2006. Como parcela do exame amplo, este texto discute a política e a gestão da formação continuada de professores no Brasil, considerando a coordenação e colaboração federativa no período. Apresenta análise realizada em documentos do conjunto da Política Nacional de Valorização e de Formação de Professores, redesenhada no início de 2003, em especial da Rede Nacional de Formação Continuada de Professores da Educação Básica, e evidencia as diretrizes assumidas para a criação de esforços colaborativos entre os entes federados e Universidades na implementação dessa política.
