Student assistance policy: from civil and political rights to social and educational rights

Resumo: This article resumes the reflections made in the master's dissertation that aimed at carrying out an evaluative study of the Social Vulnerability Student Assistance Program - PAEVS and the Social Vulnerability Index - IVS, conducted on the 22 campuses of the Federal Institute of Education, Science and Technology of Santa Catarina (IFSC). By expanding the reflections previously made, the present article aims to analyze the National Student Assistance Program - PNAES and, in its context, the theme of Student Rignts. The methodological path followed included a bibliographic research, of qualitative nature, carried out in four journals whose titles included the keywords "public policies", "social policies", "educational policies", as well as a search in Scielo (Scientific Electronic Library Online) to map, in this scope, research that deals with Student Assistance and Student Rignts. As a result of the analysis, it should be noted that the theme of Student Rights needs to be further explored in researches and that reflections on this theme must performed in institutions involving public servants and students, in the search for new meanings and places for the term which disconnect it from the idea of a favor, a beness, a donation. In view of this, it can be concluded that there is a need to create spaces for dialog in institutions, giving students a voice so that they are able to critically analyze their conceptions about Student Assistance, as well as to act politically to claim and guarantee their rights.

Ampliando las reflexiones realizadas, pretende analizar el Programa Nacional de Asistencia al Estudiante - PNAES y en su contexto el tema de los derechos. El camino metodológico seguido se basó en una investigación bibliográfica, de carácter cualitativo, realizada en cuatro revistas cuyos títulos incluían las palabras clave "políticas públicas", "políticas sociales", "políticas educativas" y también una búsqueda en Scielo (Scientific Electronic Library Online) para cartografiar, en estos caminos, la investigación que trata de la Asistencia y los derechos de los estudiantes. Como resultado de los análisis, es importante destacar que el tema de los derechos debe ser explorado más a fondo en la investigación y las reflexiones sobre este tema deben llevarse a cabo en las instituciones que involucran a los servidores y estudiantes en la búsqueda de nuevos significados y lugares para el término, lo que los libera de la idea de favor, de regalo, de donación. A la luz de esto, se concluye en la necesidad de crear espacios de diálogo en las instituciones, dando voz a los estudiantes para que sean capaces de analizar críticamente sus concepciones de la Asistencia al Estudiante, así como de actuar políticamente para reclamar y garantizar sus derechos.Este artigo dá continuidade às reflexões realizadas na dissertação de mestrado cujo objetivo foi realizar um estudo avaliativo do Programa de Atendimento ao Estudante em Vulnerabilidade Social – PAEVS e do Índice de Vulnerabilidade Social – IVS, executado nos 22 campi do Instituto Federal de Educação, Ciência e Tecnologia de Santa Catarina (IFSC). Ampliando as reflexões realizadas, tem como objetivo analisar o Programa Nacional de Assistência Estudantil – PNAES e no seu contexto a temática dos direitos. O caminho metodológico percorrido contou com uma pesquisa bibliográfica, de natureza qualitativa, realizada em quatro periódicos cujos títulos contemplassem as palavras-chave “políticas públicas”, “políticas sociais”, “políticas educacionais” e também com uma busca no Scielo (Scientific Electronic Library Online) para mapear, nesses percursos, pesquisas que tratam da Assistência Estudantil e dos direitos. Como resultados das análises cabe destacar que a temática dos direitos precisa ser mais explorada nas pesquisas e reflexões sobre esse tema precisam ser realizadas nas instituições envolvendo servidores e estudantes na busca de novos sentidos e lugares para o termo, que o libere da ideia de favor, de benesse, de doação.
