Student assistance policy: from civil and political rights to social and educational rights

This article resumes the reflections made in the master's dissertation that aimed at carrying out an evaluative study of the Social Vulnerability Student Assistance Program - PAEVS and the Social Vulnerability Index - IVS, conducted on the 22 campuses of the Federal Institute of Education, Science and Technology of Santa Catarina (IFSC). By expanding the reflections previously made, the present article aims to analyze the National Student Assistance Program - PNAES and, in its context, the theme of Student Rignts. The methodological path followed included a bibliographic research, of qualitative nature, carried out in four journals whose titles included the keywords "public policies", "social policies", "educational policies", as well as a search in Scielo (Scientific Electronic Library Online) to map, in this scope, research that deals with Student Assistance and Student Rignts. As a result of the analysis, it should be noted that the theme of Student Rights needs to be further explored in researches and that reflections on this theme must performed in institutions involving public servants and students, in the search for new meanings and places for the term which disconnect it from the idea of a favor, a beness, a donation. In view of this, it can be concluded that there is a need to create spaces for dialog in institutions, giving students a voice so that they are able to critically analyze their conceptions about Student Assistance, as well as to act politically to claim and guarantee their rights.
