Policies of democratization of higher education in Brazil an analysis of quotas and student assistance

Resumo: The present article is based on presenting the challenges of the democratization of higher education in Brazil related to the policies of quotas implemented through law 12.711 / 2012 and as the policies of student assistance, through Decree No. 7.234 / 2010, referring to the National Assistance Plan Students - PNAES come to collaborate with the permanence of these students in the secondary and higher education of the Federal Universities and Institutes. We noticed that the quotas policies in their implementation had several challenges. Among those who were against such policies the argument was that the academic income of these institutions would decrease and that there would be segregation of the cotitas. Among the favorable arguments would be the increase of people belonging to minority groups such as blacks, pardos and indigenous people and of different social classes, which would provide a greater acculturation of the university environment. Through qualitative exploratory research, it can be concluded that quota policies, coupled with a consistent student assistance policy, allow students not only to remain in universities and federal institutes, but also to successfully complete them. However, the challenges are great, but we realize that the two are intrinsically intertwined. From the above, we consider the association of such policies to be of fundamental importance, since in this way we could effectively enable the students to remain in the higher education environment, the conclusion, as well as the transformations expected by the affirmative actions of quotas, as an insertion social and opens the discussion about social discrimination, a subject little discussed in our society.

Se percibió que las políticas de cuotas en su implantación tuvieron diversos desafíos. Entre los que fueron contra tales políticas el argumento fue que el rendimiento académico de esas instituciones iban a disminuir y que habrían segregación de los cotitas. Entre los argumentos favorables sería el aumento de personas pertenecientes a grupos minoritarios como, los negros, pardos e indígenas y de diferentes clases sociales, lo que proporcionaría una mayor aculturación del ambiente universitario. Por medio de una investigación cualitativa de carácter exploratorio, se concluye que las políticas de cuotas, asociadas a una política de asistencia estudiantil consistente, permiten a los alumnos no sólo su permanencia en las universidades e institutos federales, como su conclusión de modo satisfactorio. Sin embargo, los desafíos son grandes, más percibimos que las dos están intrínsecamente interconectadas. A partir de lo expuesto, consideramos de fundamental importancia la asociación de tales políticas, pues de esa forma podríamos posibilitar de manera efectiva la permanencia de los estudiantes, en el ambiente educativo superior, la conclusión, así como las transformaciones esperadas por las acciones afirmativas de las cuotas, como inserción social y se abre la discusión sobre discriminación social, asunto poco discutido en nuestra sociedad.O presente artigo tem como fundamento apresentar os desafios da democratização do ensino superior no Brasil relacionado às políticas de cotas implementadas através da lei 12.711/2012 e como as políticas de assistência estudantil, através do Decreto nº 7.234/2010, referente ao Plano Nacional de Assistência Estudantil – PNAES vêm a colaborar com a permanência destes alunos no ensino médio e superior das Universidades e Institutos federais. Percebemos que as políticas de cotas em sua implantação tiveram diversos desafios. Dentre os que foram contra tais políticas o argumento foi que o rendimento acadêmico dessas instituições poderia diminuir e que haveriam segregação dos cotistas. Dentre os argumentos favoráveis seria o aumento de pessoas pertencentes a grupos minoritários como, os negros, pardos e indígenas e de diferentes classes sociais, o que proporcionaria uma maior aculturação do ambiente universitário. Por meio de pesquisa qualitativa de caráter exploratório, conclui-se que as políticas de cotas, associadas a uma política de assistência estudantil consistente, permite aos alunos não só sua permanência nas universidades e Institutos Federais, como sua conclusão de modo satisfatório. No entanto, os desafios são grandes, mas percebemos que as duas estão intrinsicamente interligadas.
