Analysis of governance and behavior of the population facing the dissemination of COVID-19 in three municipalities in the state of Tocantins, Brazil

Resumo: The objective of this study was to analyze the control strategies of the pandemic caused by COVID-19 from the comparison of normative acts, population structure, movement, and managers' discourse in three municipalities in the state of Tocantins, Brazil, namely, Araguaína, Gurupi, and Palmas. The objective was to understand the dynamics of the spread of the virus occurring in the year 2020. The research was conducted in the period from March 11 to December 31, 2020. The data were systematized in the categories analysis of normative acts, characterization of the structure of the population and managers' speech, looking for their relations with the rate of occurrence registration and death by COVID-19 in the first year of the pandemic in the municipalities. Data were entered into Microsoft Excel® spreadsheets and analyzed using R Studio software. The three municipalities presented similarities regarding socioeconomic and health indicators. The incidence and prevalence of COVID-19 in the city of Araguaína was intense, with more abrupt growth than in the city of Palmas, which, on its turn, managed to delay the increase in the contamination rate. In Gurupi, on the other hand, the situation was well controlled. As for the adoption of containment measures (normative acts), Araguaína was inconsistent in the adoption of restrictive measures. Palmas and Gurupi, on the other hand, adopted more restrictive and incisive measures. The adherence to social distancing, expressed by the IPD, was high. However, right after the first decrees, there was a reduction over time. In Gurupi the mobility was relatively higher, but remained constant throughout the period.

In Gurupi the mobility was relatively higher, but remained constant throughout the period.El objetivo de este estudio fue analizar las estrategias de control de la pandemia causada por el COVID-19 a partir de la comparación de los actos normativos, la estructura poblacional, el movimiento y el discurso de los gestores en tres municipios del estado de Tocantins, Brasil, a saber, Araguaína, Gurupi y Palmas. El objetivo era comprender la dinámica de la diseminación del virus que se produjo en el año 2020. La investigación se realizó en el periodo comprendido entre el 11 de marzo y el 31 de diciembre de 2020. Los datos fueron sistematizados en las categorías análisis de actos normativos, caracterización de la estructura de la población y discurso de los gestores, buscando sus relaciones con la tasa de ocurrencia registro y muerte por COVID-19 en el primer año de la pandemia en los municipios. Los datos se introdujeron en hojas de cálculo de Microsoft Excel® y se analizaron con el software R Studio. Los tres municipios presentan similitudes en cuanto a los indicadores socioeconómicos y sanitarios. La incidencia y prevalencia del COVID-19 en la ciudad de Araguaína fue intensa, con un crecimiento más abrupto que en la ciudad de Palmas, que, por su parte, logró retrasar el aumento de la tasa de contaminación. En Gurupi, la situación estaba bien controlada. En cuanto a la adopción de medidas de contención (actos normativos), Araguaína fue inconstante en la adopción de medidas restrictivas. Palmas y sobre todo Gurupi fueron más restrictivos e incisivos. La adhesión al distanciamiento social, expresada por la OPD, fue alta. Sin embargo, justo después de los primeros decretos, hubo una reducción en el tiempo. En Gurupi la movilidad fue relativamente mayor, pero se mantuvo constante durante todo el periodo.O objetivo deste estudo foi analisar as estratégias de controle da pandemia causada pela COVID-19 a partir da comparação dos atos normativos, da estrutura da população, da movimentação e do discurso dos gestores em três municípios do Estado do Tocantins - Araguaína, Gurupi e Palma s - visando compreender a dinâmica de disseminação do vírus ocorrida no ano de 2020. A pesquisa foi realizada no período de 11 de março a 31 de dezembro de 2020, os dados foram sistematizados nas categorias análise de atos normativos, caracterização da estrutura da população e discurso dos gestores, buscando suas relações com a taxa de registro de ocorrência e morte por COVID-19 no primeiro ano da pandemia nos municípios. Os dados foram digitados em planilhas eletrônicas do Microsoft Excel® e analisados utilizando o software R Studio. Os três municípios apresentaram similaridades quanto aos indicadores socioeconômicos e de saúde. A incidência e prevalência da COVID-19 no município de Araguaína foi mais intensa, com crescimento mais abrupto do que Palmas, que conseguiu retardar o aumento da taxa de contaminação, e Gurupi, onde a situação foi bem controlada. Quanto à adoção das medidas de contenção (atos normativos) o município de Araguaína foi inconstante na adoção das medidas de restrição, enquanto Palmas e, principalmente, Gurupi foram mais restritivas e incisivas. A adesão ao distanciamento social expressa pelo IPD foi alta logo após os primeiros decretos, todavia foi reduzindo ao longo do tempo.
