Child labor: the advances and challenges faced by Brazilian society in face of the exploitation of child labor after the implementation of the child and adolescent statute

Resumo: This study aims to highlight the advances and challenges faced by Brazilian society in the face of the exploitation of child labor after the implementation of the Statute of the Child and Adolescent -ECA. Bibliographic and field research of a qualitative nature was used. We analyzed data from the National Household Sample Survey (PNAD) of 2015 on this social issue, putting on the agenda the gender and region that most predominates child labor, as well as documentary research through the analysis of data from the Specialized Reference Center for Social Assistance (CREAS) of the city of Teresina- PI in 2016. Most records of child labor by sex registered by PNAD in the year 2015, 66% are male and 34% female. In CREAS Teresina- PI, the male sex 55% and female 45%. The highest number of children per age group performing some work activity is between 15 and 17 years. About the area, 64% were rural and 36% urban. The challenges observed were: to overcome the cultural issue; the disarticulation of the policies of confrontation, and the advances in the confrontation of child labor, with the recognition of children and adolescents as subjects of rights as well as full-time schools. And the importance of putting ECA into practice, thus guaranteeing integral protection to all children and adolescents, giving them education, health, sports, leisure and especially dignity, made possible through public policies.

Se utilizaron investigaciones bibliográficas y de campo cualitativas. Se analizaron los datos de la Encuesta Nacional por Muestras de Hogares (PNAD) de 2015 sobre este tema social, centrándose en el género y en la región donde el trabajo infantil es más frecuente, así como la investigación documental mediante el análisis de los datos del Centro Especializado de Referencia para la Asistencia Social (CREAS) de la ciudad de Teresina- PI en 2016. La mayoría de los registros de trabajo infantil por sexo registrados por la PNAD en el año 2015, el 66% son de hombres y el 34% de mujeres. En CREAS Teresina- PI, el sexo masculino es el 55% y el femenino el 45%. El mayor número de niños por grupo de edad que realizan alguna actividad laboral se encuentra entre los 15 y los 17 años. En la zona, el 64% era rural y el 36% urbano. Se observó como desafíos: superar la cuestión cultural; la desarticulación de las políticas de enfrentamiento, y los avances en el enfrentamiento al trabajo infantil, siendo como principal el reconocimiento del niño y adolescente como sujeto de derechos, así como las escuelas de tiempo completo. Y la importancia de poner en práctica la ECA, asegurando así la plena protección de todos los niños y adolescentes, dándoles educación, salud, deportes, ocio y sobre todo dignidad, que es posible gracias a las políticas públicas.O presente estudo tem como objetivo evidenciar os avanços e os desafios enfrentados pela sociedade brasileira, frente à exploração do trabalho infantil pós-implantação do Estatuto da criança e do Adolescente –ECA. Utilizou-se a pesquisa bibliográfica e de campo de cunho qualitativo. Foram analisados dados da Pesquisa Nacional por Amostra de Domicílios (PNAD) do ano de 2015 sobre essa questão social colocando em pauta o gênero e a região que mais predomina o trabalho infantil, bem como a pesquisa documental por meio da análise de dados do Centro de Referência Especializado de Assistência Social (CREAS) da cidade de Teresina- PI do ano de 2016. A maioria dos registros de trabalho infantil por sexo registrado pelo PNAD no ano de 2015, 66% são de homem e 34% de mulheres. No CREAS de Teresina- PI, o sexo masculino 55% e o feminino 45%. O maior número de crianças por faixa etária exercendo alguma atividade de trabalho está entre 15 a 17 anos. Sobre a zona, 64% se caracterizaram rural e 36% urbano. Observou-se como desafios: vencer a questão cultural; a desarticulação das políticas de enfrentamento, e os avanços no enfrentamento ao trabalho infantil, sendo como principal o reconhecimento da criança e adolescente como sujeito de direitos, bem como as escolas de tempo integral.
