Countryside education: a look at the educational policy cycle approach

Resumo: Public educational policies linked to urban and rural areas have solid boundaries, and for many years, Countryside Education has been relegated to marginal spaces in the design and implementation of such policies. Thus, this article aims to describe and analyze public policies for Countryside Education through the Policy Cycle Approach (Mainardes, 2006). The research methodology is based on the qualitative approach (Stake, 2011), of documentary type (Oliveira, 2008). The documents analyzed in this study constitute a primary source of research, since they are the object of the researcher's view and do not act as a theoretical reference. After processing the documents, it can be observed that Countryside Education has been conquering more space in the scope of public policies, being possible to perceive strong influence of social movements in the fight for an education for the rural area population, which have been translated into regulatory frameworks that guide and regulate educational policies for countryside education.

Así, en este artículo, se objetiva describir y analisar las políticas públicas para la educación del campo por medio del Abordaje del Ciclo de Políticas (Mainardes, 2006). La metodología de investigación se fundamenta en el abordaje cualitativo (Stake, 2011), el tipo de investigación es la documental (Oliveira, 2008). Los documentos analisados, en este estudio, constituyen fuente primaria de investigación, ya que son objeto de la mirada del investigador y no actuan como referencia teórica. Posteriormente al tratamiento de los documentos, se observa que la Educación del Campo ha logrado mayor espacio en el ámbito de las políticas públicas, siendo posible percibir fuerte influencia de los movimientos sociales en la lucha por una educación para la población rural, que se tradujeron en marcos regulatorios que orientan y estandarizan las políticas educacionales para la Educación del Campo.As políticas públicas educacionais vinculadas ao espaço urbano e rural possuem sólidas fronteiras, sendo que, por muitos anos, a Educação do Campo foi relegada a espaços marginais na elaboração e na implementação de tais políticas. Assim, neste artigo, objetiva-se descrever e analisar as políticas públicas para a educação do campo por meio da Abordagem do Ciclo de Políticas (Mainardes, 2006). A metodologia de pesquisa fundamenta-se na abordagem qualitativa (Stake, 2011), o tipo de pesquisa é a documental (Oliveira, 2008). Os documentos analisados, neste estudo, constituem fonte primária de pesquisa, já que são objeto do olhar do pesquisador e não atuam como referência teórica.
