Municipal education and induction policies: the visible and the invisible

Resumo: The article aims to analyze whether the creation of the Education Quality Index (IQE) and the Escola Nota 10 Award has repercussions on the school networks of three small municipalities in Ceará: Cariré, Pires Ferreira and Mucambo. The period analyzed is from 2012 to 2018, when these accountability mechanisms were already in place. It is characterized as a qualitative research, descriptive and explanatory and uses multiple case studies. Quantitative data were obtained from the Statistical Synopses of Basic Education, published annually by the National Institute for Educational Studies and Research Anísio Teixeira as a result of the School Census collection, and semi-structured interviews were applied to a group of subjects who work in municipal education in the three networks. It was found that in the three municipalities, the management of the school network has a strong presence of the logic of results in external evaluations with a view to improving the performance of students in Spaece and Saeb and this purpose has led to a set of evaluation actions developed by schools. The infrastructure conditions of municipal schools improved significantly, although the deponents were not able to inform whether the invested resources came from the share of ICMS tax. It was also found that, although the redistribution of the share of ICMS tax in Ceará reaches higher financial values for small municipalities, such as the three studied, the Escola Nota 10 Award is the initiative that makes the results more tangible and visible in the community, having more social repercussions.

El período analizado es de 2012 a 2018, cuando ya estaban en marcha los mecanismos de rendición de cuentas. Se caracteriza por ser una investigación cualitativa, descriptiva y explicativa y utiliza múltiples estudios de casos. Los datos cuantitativos se obtuvieron de los Sinopsis Estadísticos de la Educación Básica, que publica anualmente el Instituto Nacional de Estudios e Investigaciones Educativas Anísio Teixeira como resultado de la recolección del Censo Escolar, y se aplicaron entrevistas semiestructuradas a un grupo de sujetos que trabajan en la red municipal. Se constató que en las tres municipalidades, la gestión de la red escolar tiene una fuerte presencia de la lógica de resultados en las evaluaciones externas con miras a mejorar el desempeño de los estudiantes en Spaece y Saeb, y ese propósito ha derivado en un conjunto de evaluaciones acciones desarrolladas por las escuelas. Las condiciones de infraestructura de las escuelas municipales mejoraron significativamente, aunque los declarantes no pudieron informar si los recursos invertidos procedían de la cuota del ICMS. También se constató que, aunque la redistribución de la participación del ICMS en Ceará alcanza valores financieros más altos para los municipios pequeños, como los tres estudiados, el Premio Escolar Nota 10 es la iniciativa que hace más tangibles y visibles los resultados en la comunidad, teniendo mayor repercusión social.O artigo tem o objetivo de analisar se a criação do Índice de Qualidade da Educação (IQE) e do Prêmio Escola Nota 10 repercute junto às redes escolares de três municípios cearenses de pequeno porte: Cariré, Pires Ferreira e Mucambo. O período analisado é de 2012 a 2018, quando os dois mecanismos de responsabilização já estavam funcionando. Se caracteriza como uma pesquisa de natureza qualitativa, de caráter descritivo e explicativo e utiliza de estudo de casos múltiplos. Os dados quantitativos foram obtidos nas Sinopses Estatísticas da Educação Básica, publicadas anualmente pelo Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira como resultados da coleta do Censo Escolar, e foram aplicadas entrevistas semiestruturadas a um conjunto de sujeitos que atuam na educação municipal das três redes. Constatou-se que nos três municípios, a gestão da rede escolar conta com forte presença da lógica dos resultados nas avaliações externas com vistas a melhorias no desempenho dos alunos no Spaece e Saeb e esse propósito tem conduzido a um conjunto de ações avaliativas desenvolvidas pelas escolas. As condições de infraestrutura das escolas municipais melhoraram sobremaneira, embora os depoentes não conseguissem informar se os recursos investidos provinham da cota-parte do ICMS.
