Inclusion and permanence of people with disabilities at school: an overview of schools in the Urban Zone of the Municipality of Itaperuna-RJ

Resumo: There is an urgent need for discussion about the applicability of legal provisions, embodied in the conditions offered for inclusion and school permanence of students with disabilities, contextualized to local issues in an interdisciplinary and plural way, aiming at valuing people with disabilities. In this sense, the present work aims to present and discuss the panorama of the school reality, with regard to Inclusive Education for people with disabilities, in the 22 municipal schools, in the urban area of the Municipality of Itaperuna-RJ. To this end, a questionnaire about the main legal requirements for school inclusion and permanence was used, considering the laws, regulatory and normative criteria, answered by the management of each school unit and the data were evaluated quantitatively and qualitatively. The results indicate that inclusive school practices, in schools in the urban area of the Municipality of Itaperuna, are consistent with the normative principles and instruments of protection and care for people with disabilities. However, despite the fact that it is still a demand that requires revision of specific policies and singular measures / needs, through differentiated service, the Municipality was attentive and committed to the inclusion of people with disabilities in its school space.

En este sentido, el presente trabajo tiene como objetivo presentar y debatir el panorama de la realidad escolar, con respecto a la Educación Inclusiva para personas con discapacidad, en las 22 escuelas municipales, en la zona urbana del Municipio de Itaperuna-RJ. Con este fin, se utilizó un cuestionario sobre los principales requisitos legales para la inclusión y permanencia escolar, considerando las leyes, los criterios regulatorios y normativos, respondidos por la administración de cada unidad escolar y los datos fueron evaluados cuantitativa y cualitativamente. Los resultados indican que las prácticas escolares inclusivas, en las escuelas de la zona urbana del municipio de Itaperuna, son consistentes con los principios normativos y los instrumentos de protección y atención a las personas con discapacidad. Sin embargo, a pesar de que todavía es una demanda que requiere la revisión de políticas específicas y medidas / necesidades singulares, a través de un servicio diferenciado, el Municipio se ha mostrado atento y comprometido con la inclusión de las personas con discapacidad en su espacio escolar.É premente a necessidade de discussão acerca da aplicabilidade dos dispositivos legais, consubstanciados nas condições ofertadas de inclusão e permanência escolar dos discentes com deficiência, contextualizada às questões locais de forma interdisciplinar e plural, visando a valorização das pessoas com deficiência. Nesse sentido, o presente trabalho objetiva apresentar e discutir o panorama da realidade escolar, no que concerne à Educação Inclusiva para pessoas com deficiência, nas 22 escolas municipais, da zona urbana do Município de Itaperuna-RJ. Para tal, fora utilizado um questionário acerca das principais exigências legais para inclusão e permanência escolar, considerando as leis, critérios regulamentares e normativos, respondido pela direção de cada uma das unidades escolares e os dados foram avaliados quantitativa e qualitativamente. Os resultados indicam que as práticas escolares inclusivas, nas escolas da zona urbana do Município de Itaperuna, têm coerência com os princípios e instrumentos normativos de proteção e atenção às pessoas com deficiência.
