The curriculum in the “new” high school: the advancement of neoliberal ideas against the National Education Plan 2014-2024

Resumo: The article highlights law 13,415 / 2017, the result of Provisional Measure 746/2016, which establishes the policy for "New High School Education" in Brazil, proposed arbitrarily by the government Temer (2016-2018). The objective of this study is to discuss, in the light of theoretical references, the curriculum conception conveyed by this policy, as well as to highlight the contradictions between what was proposed in the current PNE (2014-2014) for the last stage of Basic Education. In methodological terms, this is a theoretical study, based on a dialogue between researchers in the field theoretical: Apple (2003); Freire (2015); Frigotto (2017); Frigotto & Motta (2017); Vieira (2017); Sousa & Aragão (2018). It was considered that the policy for the "New High School" fiercely contributes to the advancement of the neoliberal perspective and the narrowing of the curriculum in this stage of education, moving against the propositions of the current PNE. We defend the conception of curriculum in a multicultural perspective in a continuous movement of meaning.

El objetivo es discutir, a la luz de referencias teóricas, el concepto de currículo que transmite esta política, así como resaltar las contradicciones entre lo propuesto en el actual PNE (2014-2024) para la última etapa de Educación Básica. En términos metodológicos, se trata de un estudio teórico, basado en un diálogo entre investigadores del campo teórico: Apple (2003); Freire (2015); Frigotto (2017); Frigotto y Motta (2017); Vieira (2017); Sousa y Aragão (2018). Se consideró que la política del “Nuevo Bachillerato” contribuye ferozmente al avance de la perspectiva neoliberal y al estrechamiento del currículo en esta etapa de la docencia, yendo en contra de las propuestas del actual PNE. Defendemos el concepto de currículum en una perspectiva multicultural en un movimiento continuo de significado.O artigo destaca a Lei nº 13.415/2017, fruto da Medida Provisória nº 746/2016 que institui a política para o “Novo Ensino Médio” no Brasil, proposta de forma arbitrária pelo governo Temer (2016-2018). Objetiva-se discutir, a luz de referências teóricas, a concepção de currículo veiculada por esta política, assim como destacar as contradições entre o que se propôs no atual PNE (2014-2024) para a última etapa da Educação Básica. Em termos metodológicos, trata-se de um estudo teórico, tendo como fundamento um diálogo entre pesquisadores do campo investigativo teórico: Apple (2003); Freire (2015); Frigotto (2017); Frigotto e Motta (2017); Vieira (2017); Sousa e Aragão (2018). Considerou-se que a política para o “Novo Ensino Médio” concorre ferozmente para o avanço da perspectiva neoliberal e o estreitamento curricular nessa etapa de ensino, caminhando na contramão das proposições do atual PNE.
