TIC’s, as a tools against insecurity in cities

Resumo: This article seeks to analyze the use of information and communication technologies (TIC’s) as a differentiating element that supports public safety activities, helping to reduce insecurity and favoring the development of safer cities. Recognizing insecurity as a growing problem and considering that there is not a detailed analysis of technological tools used to prevent it, the findings found in two cities in the Bogotá and Mexico City regions are shown. In the process to obtain the information, documentary investigation techniques were used in retrospect on TIC’s, main crimes and applicable regulations. From the analysis carried out, similar operating processes and advances using these tools, but not at the pace demanded by this challenge were found. As well as the need to review the regulatory part for cybersecurity, cyberspace and protocols to face a possible cyber-attack. From the results obtained, it is shown that insecurity is a priority challenge to continue facing, that technology is here to stay and that it is necessary to advance in an integrated way not only in cities but at the regional level to achieve a real difference and the development level required in the future to form sustainable smart cities.

Al reconocer la inseguridad como un problema creciente y que no existe un análisis detallado de herramientas tecnológicas para prevenirlo, se describen los hallazgos encontrados en dos ciudades de la región Bogotá y Ciudad de México. En el proceso para obtener la información, se utilizaron técnicas de investigación documental en retrospectiva sobre TIC’s, principales delitos y normativa utilizada. Del análisis realizado se encontraron procesos operativos similares y avances utilizando estas herramientas, pero no al ritmo que demanda este reto. Además, la necesidad de revisar la parte normativa para la ciberseguridad, el ciberespacio y protocolos para enfrentar un posible ciberataque. A partir de los resultados obtenidos, se muestra que la inseguridad es un reto prioritario a seguir enfrentando, que la tecnología sigue evolucionando y que se requiere avanzar de manera integrada no solo en las ciudades sino a nivel de región, para lograr una realidad diferente y alcanzar un nivel de desarrollo a futuro, que implique ciudades inteligentes sostenibles.O objetivo deste artigo é analisar o uso das TICs das tecnologias da informação e comunicação, como elemento diferenciador que apoia as atividades de Segurança Pública, para reduzir a insegurança e favorecer o desenvolvimento de Cidades Seguras. Reconhecendo a insegurança como um problema crescente e que não há uma análise detalhada das ferramentas tecnológicas utilizadas para evitá-la, são descritos os achados encontrados em duas cidades nas regiões de Bogotá e Cidade do México. No processo de obtenção da informação, foram utilizadas técnicas de investigação documental em retrospectiva sobre as TIC, principais crimes e regulamentação aplicável. A partir da análise realizada, foram encontrados processos operacionais semelhantes, progresso no uso dessas ferramentas, mas não no ritmo exigido por esse desafio. Além disso, a necessidade de revisar a parte regulatória de segurança cibernética, ciberespaço e protocolos para enfrentar um possível ataque cibernético.
