Situational leadership and the environment - analysis of maturity level in a Municipal Environmental Council in the south of Brazil

Resumo: As the environmental issues become more pressing, Municipal Environmental Councils started to spread in Brazil over the last 20 years. This non-mandatory consultative and normative body is composed of volunteers from both public and private sector, aiming to discuss and recommend solutions that affect the local environment. Leadership of this council is expected to work as mediators between competitive perspectives. The present paper aims to analyze situational leadership in the Municipal Environmental Council of the city of Santa Maria, in the south of Brazil. Literature in situational leadership and environmental leadership was used to base our discussion. Primary data was collected through both structured forms and semi-structured interviews with two Coordinators of the Council. Results indicate a high level of maturity of the teams, with leaders acting mostly as mediators, with a high level of delegation. As council members tend to be interested and connected to the environmental agenda, a high level of motivation and capabilities is found, creating more mature teams and enabling a more “hands-off” approach from the leader figure.

Este organismo consultivo, normativo y no obligatorio está compuesto por voluntarios del sector público y privado, con el objetivo de debatir y recomendar soluciones que afecten el medio ambiente local. Se espera que el liderazgo de este consejo funcione como mediador entre perspectivas competitivas. El presente trabajo tiene como objetivo analizar el liderazgo situacional en el Consejo Ambiental Municipal de la ciudad de Santa María, en el sur de Brasil. Se utilizó literatura sobre liderazgo situacional y liderazgo ambiental para basar nuestra discusión. Los datos primarios se recopilaron a través de formularios estructurados y entrevistas semiestructuradas con dos coordinadores del Consejo. Los resultados indican un alto nivel de madurez de los equipos, con líderes que actúan principalmente como mediadores, con un alto nivel de delegación. A medida que los miembros del consejo tienden a estar interesados y conectados con la agenda ambiental, se encuentra un alto nivel de motivación y capacidades, creando equipos más maduros y permitiendo un enfoque más "sin intervención" de la figura del líder.Conforme as questões ambientais se tornaram mais preponderantes na agenda da sociedade, os Conselhos Municipais de Meio Ambiente (CONDEMA) se disseminaram nas cidades brasileiras nos últimos 20 anos. Este órgão consultivo e normativo - não obrigatório ao município - é composto de voluntários da iniciativa privada e setor público, almejando discutir questões e recomendar soluções para o meio ambiente local. A liderança destes conselhos atua como mediadora entre perspectivas que competem entre si. Desta forma, o presente artigo tem como objetivo analisar a liderança situacional no CONDEMA do município de Santa Maria, Rio Grande do Sul. Literatura em liderança situacional e liderança ambiental foram utilizadas como base da discussão. Foi realizada uma pesquisa exploratória de natureza qualitativa, com dados primários coletados através de formulários estruturados e entrevistas semi-estruturadas com dois coordenadores do conselho. Resultados encontrados indicam um alto nível de maturidade das equipes, com líderes agindo principalmente como mediadores, com alto nível de delegação.
