Evaluation of care for chronic health conditions: the perspective of the user

Resumo: Chronic Non Communicable Diseases represent the main causes of mortality in the world and are responsible for high morbidity rates and decreased quality of life. Such conditions present as main risk factors those considered modifiable. Thus, it is necessary that health professionals develop intersectoral and interdisciplinary actions in order to reverse the impact of these pathologies. Among these diseases, Systemic Hypertension (SAH) and Diabetes Mellitus (DM) deserve mention. This article aims at characterizing the sociodemographic profile and understanding about the satisfaction of the care of users with diagnosis of systemic arterial hypertension and/or diabetes mellitus (DM) living in three cities of central Rio Grande do Sul. It is a descriptive and exploratory study, of a quantitative nature, prepared within the second edition of the Work for Health Education Program - PET SAÚDE (2012 to 2014). For data collection, the user evaluation on Care for Chronic Conditions and the precepts of the International Classification of Functionality, Disability and Health (ICF) were used. The sample included 898 resident subjects from three municipalities belonging to the 4th Regional Health Coordination-RS. The predominance of women, with incomplete primary education and married was observed. Many users evaluated the care offered by Basic Care services as regular. Therefore, it is relevant to modify the form of health care; one possibility is to involve the subjects in their care process, ensuring co-responsibility and greater resolution of demands.

Esas condiciones presentan como principales factores de riesgo los que se consideran modificables. Por lo tanto, es necesario que los profesionales de la salud desarrollen acciones intersectoriales e interdisciplinarias para revertir el impacto de estas patologías. Entre estas enfermedades, la Hipertensión Sistémica (SAH) y la Diabetes Mellitus (DM) merecen ser mencionadas. El presente artículo tiene por objeto caracterizar el perfil sociodemográfico y la comprensión de la satisfacción de la atención de los usuarios con diagnóstico de hipertensión arterial sistémica y/o diabetes mellitus (DM) que viven en tres ciudades del centro de Río Grande do Sul. Se trata de un estudio descriptivo y exploratorio, de carácter cuantitativo, preparado dentro de la segunda edición del Programa de Educación a través del Trabajo para la Salud – PET SAÚDE (2012 a 2014). Para la reunión de datos se utilizó la evaluación del usuario sobre la atención de las enfermedades crónicas y los preceptos de la Clasificación Internacional de Funcionalidad, Discapacidad y Salud (CIF). La muestra incluyó 898 sujetos residentes de tres municipios pertenecientes a la 4ª Coordinación Regional de Salud-RS. Se observó el predominio de las mujeres, con educación primaria incompleta y casadas. Muchos usuarios evaluaron la atención ofrecida por los servicios de atención básica como regular. Por lo tanto, es pertinente modificar la forma de atención de la salud; una posibilidad es involucrar a los sujetos en su proceso de atención, asegurando la corresponsabilidad y una mayor resolución de las demandas.As Doenças Crônicas Não Transmissíveis representam as principais causas de mortalidade no mundo e são responsáveis por elevadas taxas de morbidade e diminuição na qualidade de vida. Tais condições apresentam como principais fatores de risco aqueles considerados modificáveis. Desse modo, é necessário que os profissionais de saúde desenvolvam ações intersetoriais e interdisciplinares, com o intuito de reverter o impacto dessas patologias. Dentre essas doenças, a Hipertensão Arterial Sistêmica (HAS) e a Diabetes Mellitus (DM) merecem destaque. Este artigo tem como objetivo a caracterização do perfil sociodemográfico e a avaliação do cuidado de usuários com diagnóstico de HAS e/ou DM residentes em três municípios da região central do Rio Grande do Sul. Trata-se de um estudo descritivo e exploratório, de natureza quantitativa, elaborado no interior da segunda edição do Programa de Educação pelo Trabalho para a Saúde - PET SAÚDE (2012 a 2014). Para a coleta de dados, utilizou-se a Avaliação do usuário sobre o Cuidado às Condições Crônicas e os preceitos da Classificação Internacional de Funcionalidade, Incapacidade e Saúde (CIF). A amostra contou com 898 participantes residentes de três municípios pertencentes a 4ª Coordenadoria Regional de Saúde-RS. Observou-se a predominância de pessoas do sexo feminino, com ensino fundamental incompleto e casadas. Muitos usuários avaliaram o cuidado ofertado pelos serviços de Atenção Básica, como regular.
