Reflections by nursing managers and ingerences of their work in Primary Health Care in a municipality of the metropolitan region of Belém

Resumo: Management is a fundamental step in the implementation of health policies, as it has the capacity to mediate the relations of needs demanded by users of the health system. As a manager, the nurse acts as an important professional in the implementation of the health system and services in the country. The present study aimed to analyze how nurses who manage a medium-sized municipality perceive their influence on Health Policies. This is an exploratory research with a qualitative approach. Data collection took place through a semi-structured interview script. In data processing, we used the software IRAMUTEQ, for their analysis, the Descending Hierarchical Classification techniques were used. Among the 16 Basic Health Units (UBS) included, only 01 unit did not have a nurse as a manager. In the other 15 units, 04 nurse managers refused to participate in the interview and 03 nurses were on leave. The interview was conducted with 08 nurse managers. There was a low demand for postgraduate studies in the area of health management for occupying positions, little time for professional training and acting as a manager. It was noted that all respondents have temporary contracts at the UBS. Thus, the high turnover of managers in the job is presumed. It is concluded that the profile of nurse managers in the municipality is configured for a short time of training and little time in management.

Como gerente, la enfermera actúa como un profesional importante en la implementación del sistema y los servicios de salud en el país. El presente estudio tuvo como objetivo analizar cómo los enfermeros que gestionan un municipio de tamaño medio perciben su influencia en las Políticas de Salud, se trata de una investigación exploratoria con enfoque cualitativo. La recogida de datos se realizó mediante un guión de entrevista semiestructurado. En el procesamiento de datos, utilizamos el software IRAMUTEQ, para su análisis, se utilizaron las técnicas de Clasificación Jerárquica Descendente. Entre las 16 Unidades Básicas de Salud (UBS) incluidas, solo 01 unidad no tenía una enfermera como gerente. En las otras 15 unidades, 04 enfermeras gerentes se negaron a participar en la entrevista y 03 enfermeras estaban de licencia. La entrevista se realizó con 08 enfermeras gerentes. Hubo una baja demanda de estudios de posgrado en el área de gestión de la salud para ocupar cargos, poco tiempo para la formación profesional y el desempeño de la gerencia. Se señaló que todos los encuestados tienen contratos temporales en UBS. Así, se presume la alta rotación de directivos en el puesto de trabajo. Se concluye que el perfil de las enfermeras gestoras del municipio se configura por un tiempo de formación corto y un tiempo de gestión reducido.A gerência constitui uma etapa fundamental para a efetivação das políticas de saúde, pois tem a capacidade de mediar às relações das necessidades demandadas pelos usuários do sistema de saúde. Na função de gestor, o enfermeiro atua como um profissional importante na implementação do sistema e serviços de saúde no país. O presente estudo objetivou analisar, como os enfermeiros gestores de um município de médio porte percebem sua influência nas Políticas de Saúde. Trata-se de uma pesquisa exploratória com abordagem qualitativa. A coleta de dados deu-se através de um roteiro de entrevista semiestruturado. No processamento dos dados, utilizou-se o software IRAMUTEQ, para análise destes foram utilizadas as técnicas de Classificação Hierárquica Descendente. Dentre as 16 Unidades Básicas de Saúde (UBS) incluídas, somente 01 unidade não possuía enfermeiro como gestor. Nas 15 demais unidades, 04 enfermeiros gestores se recusaram a participar da entrevista e 03 enfermeiros estavam afastados. A entrevista foi realizada com 08 enfermeiros gestores. Observou-se a baixa procura de pós-graduação na área da gestão em saúde para ocupação dos cargos, pouco tempo de formação profissional e atuação como gestor. Notou-se que todos os entrevistados possuem contratos temporários nas UBS. Desta forma, é presumível a grande rotatividade de gestores no cargo. Conclui-se que o perfil dos enfermeiros gestores no município se configura por pouco tempo de formação e pouco tempo na gestão.
