Implementation of the NSFP in the Federal Institute of Minas Gerais: Between Discretionary, Institutional and Relationship Elements

Resumo: The National School Feeding Program (NSFP) is the oldest Brazilian school feeding policy. In 2009, with the enactment of Law No. 11,947, the Program, in addition to covering the entire public basic education network, creates a new market for family farmers, by ensuring that at least 30% of the transfers from the National Development Fund for Education (NDFE) should be used to purchase food from family farming. Despite its undeniable importance in the area of food and nutrition security, as well as in local development, the budgetary execution of the NSFP by the Federal Institutes of Education, Science and Technology has been difficult to implement. Since the implementation and operationalization involves social interactions between several actors, as well as the discretion and other institutional elements, the aim of the present study was to show how different implementing actors, and their social interactions mediated by institutional elements, can stimulate particular dynamics of implementation of the Program. Therefore, the study was carried out in the Instituto Federal de Educação, Ciência e Tecnologia de Minas (IFMG) Campus São João Evangelista. A qualitative and quantitative approach, bibliographic, documentary, interviews and focus group study were carried out. The results showed that relational and institutional elements adopted locally, could influence the implementation and results of public policies. Another relevant factor concerns the “how” street-level bureaucrats exercise their discretions, the way they establish their links, the way they interpret the Program, the way they establish agreements, how they determine rules as well as the specifics of the local dynamics, and yet, the proximity that these actors must establish with family farmers.

En 2009, con la promulgación de la Ley N ° 11.947, el Programa, además de contemplar toda la red pública de educación básica, crea un nuevo mercado para los agricultores familiares, al asegurar que al menos el 30% de las transferencias del Fondo Nacional de Desarrollo para La educación (FNDE) debería ser utilizado para comprar alimentos de la agricultura familiar. A pesar de su innegable importancia en el área de seguridad alimentaria y nutricional, así como en el desarrollo local, la ejecución presupuestaria del PNAE por parte de los Institutos Federales de Educación, Ciencia y Tecnología ha sido de difícil operacionalización. Dado que, la implementación y operacionalización involucra interacciones sociales entre varios actores, así como la discreción y otros elementos institucionales. El objetivo de este artículo es mostrar cómo los diferentes actores implementadores, y sus interacciones sociales mediadas por elementos institucionales, pueden estimular dinámicas particulares de implementación del Programa. Para esto, el locus de estudio fue el Instituto Federal de Educación, Ciencia y Tecnología de Minas (IFMG) Campus São João Evangelista. Se utilizó un enfoque cuali-cuantitativo, se realizó un estudio bibliográfico, documental, entrevistas y grupo focal. El artículo mostró que los elementos relacionales e institucionales adoptados localmente influyen en la implementación y los resultados de las políticas públicas. Otro factor relevante se refiere a "cómo" los burócratas en nivel de calle ejercen su discrecionalidad, la forma en que establecen sus vínculos, el modo en que interpretan el Programa, la forma en que establecen acuerdos, cómo determinan las reglas y ponderan las especificidades de la dinámica local, y sin embargo, la cercanía que estos actores deben establecer con los agricultores familiares.O Programa Nacional de Alimentação Escolar (PNAE) é a mais antiga política de alimentação escolar brasileira. Em 2009, com a promulgação da Lei nº 11.947, o Programa além de contemplar toda a rede pública de educação básica, cria um novo mercado para os agricultores familiares, ao garantir que, no mínimo, 30% dos repasses do Fundo Nacional de Desenvolvimento da Educação (FNDE) devam ser utilizados para aquisição de alimentos oriundos da agricultura familiar. Apesar de sua incontestável importância no âmbito da segurança alimentar e nutricional, bem como no desenvolvimento local, a execução orçamentária do PNAE por parte dos Institutos Federais tem sido de difícil operacionalização. Uma vez que, a implementação e operacionalização envolve interações sociais entre vários atores, bem como elementos institucionais. O objetivo deste artigo é mostrar como diferentes atores implementadores, e suas interações sociais mediadas por elementos institucionais podem estimular dinâmicas particulares de implementação do Programa.  Para tanto, o lócus de estudo foi o Instituto Federal de Educação, ciência e Tecnologia de Minas (IFMG) Campus São João Evangelista. Utilizou-se uma abordagem quali-quanti, com estudo bibliográfico, documental, entrevistas e grupo focal. O artigo evidenciou que elementos relacionais e institucionais adotados localmente, influenciam na implementação e nos resultados das políticas públicas.
