Quantitative of enrollments and school dropout rate in Secondary Education in the State of Amapá (2015-2017), Brazil

Resumo: Education is a social right and a duty of the State, and should be mandatory and free of charge throughout Basic Education (EB). In order to enforce this right, the State established the goal to guarantee the progressive universalization of access to education, however, school dropout is still one of the major bottlenecks of education in Brazil. Given this context, this article sought to demonstrate the number of enrollments and the dropout rate in high school in the State of Amapá, between 2015 and 2017, based on searches performed in the INEP database, as well as bibliographic and documentary research. These data present the sum of students enrolled in High School (EM), Integrated Technical High School (EMTI) and Included Students; and also, they show the percentage of students who left school during the period studied. The analyzed information expresses a year-on-year reduction in the enrollment rate and in the percentage of school dropouts. This behavior can be explained by the fact that the public school has the highest dropout rates and one of the highest failure rates. However, these data are conflicting, as they do not evaluate the existence of school dropout and failure due to intra and extra-school factors, percentages that interfere in the number of graduates from one grade to another in high school.

Para hacer cumplir este derecho, el Estado estableció el objetivo de garantizar la progresiva universalización del acceso a la educación, sin embargo, el abandono escolar sigue siendo uno de los principales obstáculos en la educación en Brasil. Dado este contexto, este artículo buscó demostrar el número de matrículas y la tasa de abandono escolar en la escuela secundaria en el estado de Amapá, entre 2015 y 2017, con base en búsquedas en la base de datos del INEP, así como en investigaciones bibliográficas y documentales. Estos datos presentan la suma de estudiantes matriculados en High School (EM), Integrated Technical High School (EMTI) y estudiantes incluidos; y también, muestran el porcentaje de estudiantes que abandonaron la escuela durante el período estudiado. La información analizada expresa una reducción anual en la tasa de matriculación y en el porcentaje de deserción escolar. Este comportamiento puede explicarse por el hecho de que la escuela pública tiene las tasas de deserción más altas y una de las tasas de fracaso más altas. Sin embargo, estos datos son contradictorios, ya que no evalúan la existencia de abandono y fracaso escolar debido a factores internos y extra escolares, porcentajes que interfieren en el número de graduados de un grado a otro en la escuela secundaria.A educação é um direito social e dever do Estado, devendo ser obrigatória e gratuita durante toda a Educação Básica (EB). Em vista de efetivar esse direito, o Estado estabeleceu a meta para garantir a progressiva universalização do acesso à educação, no entanto, a evasão escolar ainda é um dos grandes gargalos da educação no Brasil. Diante desse contexto, o presente artigo buscou demonstrar a quantidade de matrículas e a taxa de abandono escolar no Ensino Médio do Estado do Amapá, entre 2015 e 2017, a partir de buscas realizadas no banco de dados do INEP, bem como pesquisa bibliográfica e documental. Esses dados apresentam a soma de discentes matriculados no Ensino Médio (EM), Ensino Médio Técnico Integrado (EMTI) e Estudantes Incluídos; e também, demonstram a porcentagem de discentes que abandonaram a escola, no período estudado. As informações analisadas expressam uma redução ano a ano na taxa de matriculados e na porcentagem de abandono escolar. Esse comportamento pode ser explicado pelo fato de a escola pública registrar os maiores índices de abandono e uma das maiores taxas de reprovação.
