The influences of territorialization on access to health services by border populations: systematic review

Resumo: Territorialization – integrated into the National Primary Care Policy – presents principles of universality, equity and integrality. Thus, the objective was to review the influences of territorialization, on access to health services and actions, by the population residing in the Brazilian border region. A systematic review was carried out in the BVS database, between the years 2016 and 2021. 18 articles were retrieved, of which 5 were selected to compose the sample. It was found that territorialization, when not only perceived from the landscape aspect, but as a management tool for health planning, facilitates universal and equitable access to the Unified Health System, establishing a community health diagnosis, a task for which community health agents play a prominent role, favoring the community's bond with the Family Health Strategy. However, if the territory is understood as a static map, it works as an excluding factor from the right to guarantee health actions to people, as, for example, is the situation of residents in areas located on both sides of the border. From the dynamic analysis and continuing education in health, management plans can be developed that favor access to health actions by the registered and floating clientele in border regions.

Así, el objetivo fue revisar las influencias de la territorialización, en el acceso a los servicios y acciones de salud, por parte de la población residente en la región fronteriza brasileña. Se realizó una revisión sistemática en la base de datos BVS, entre 2016 y 2021. Se recuperaron 18 artículos, de los cuales 5 fueron seleccionados para componer la muestra. Se encontró que la territorialización, cuando no solo se percibe desde el aspecto del paisaje, sino como una herramienta de gestión para la planificación en salud, facilita el acceso universal y equitativo al Sistema Único de Salud, estableciendo un diagnóstico de salud comunitaria, tarea en la que los agentes comunitarios de salud juegan un papel importante. papel destacado, favoreciendo el vínculo de la comunidad con la Estrategia Salud de la Familia. Sin embargo, si el territorio se entiende como un mapa estático, funciona como un factor excluyente del derecho a garantizar acciones de salud a las personas, como, por ejemplo, es la situación de los residentes en áreas ubicadas a ambos lados de la frontera. A partir del análisis dinámico y la educación continua en salud, se pueden desarrollar planes de manejo que favorezcan el acceso a las acciones de salud por parte de la clientela registrada y flotante en las regiones fronterizas.A territorialização – integrada à Política Nacional de Atenção Básica – apresenta princípios de universalidade, equidade e integralidade. Assim, objetivou-se revisar as influências da territorialização, no acesso aos serviços e às ações em saúde, pela população residente na região de fronteira brasileira. Realizou-se uma revisão sistemática, na base de dados BVS, entre os anos de 2016 e 2021. Foram recuperados 18 artigos, dos quais 5 foram selecionados para compor a amostra. Verificou-se que a territorialização, quando não percebida apenas sob o aspecto paisagístico, mas como uma ferramenta de gestão para o planejamento em saúde, facilita o acesso universal e equitativo ao Sistema Único de Saúde, estabelecendo um diagnóstico de saúde comunitário, tarefa para a qual os agentes comunitários de saúde apresentam papel de destaque, favorecendo o vínculo da comunidade com a Estratégia Saúde da Família. Entretanto, caso o território seja entendido como um mapa estático, funciona como fator excludente do direito de garantia às ações em saúde às pessoas, como, por exemplo, é a situação de residentes nas áreas localizadas dos dois lados da fronteira.
