Resumo: The aim of this paper is to characterize the dynamic of Research, Development and Innovation (RD&I) network formation, and to identify the main sources of frictions and transaction costs related to the processes of Public-Private Partnerships (PPP) articulation by Embrapa Informática Agropecuária. Data collection on Embrapa’s PPP processes was done through documentary research and on-site visits. Four steps were identified for the PPP to be formalized: (i) partnership articulation (project proposal and submission); (ii) implementation/celebration; (iii) management and monitoring; and (iv) accountability and results. In the first two steps, the transaction costs involved are ex ante. In the third and fourth steps, the transaction costs are ex post. In addition to describing costs and assessing them as high or low, the article presents recent improved initiatives to minimize them at macro, meso and micro institutional level.

La recopilación de datos sobre los procesos de PPP de Embrapa se realizó a través de investigación documental y visitas in situ. Se identificaron cuatro pasos para formalizar el PPP: (i) articulación de la asociación (propuesta y presentación del proyecto); (ii) implementación / cerrar contrato; (iii) gestión y seguimiento; y (iv) responsabilidad y resultados. En los primeros dos pasos, los costos de transacción involucrados son ex ante. En los pasos tercero y cuarto, los costos de transacción son ex post. Además de describir los costos y evaluarlos como altos o bajos, el artículo presenta iniciativas recientes mejoradas para minimizarlos a nivel macro, meso y microinstitucional.O objetivo deste artigo é caracterizar a dinâmica da formação de redes de Pesquisa, Desenvolvimento e Inovação (PD&I) e identificar as principais fontes de atritos e custos de transação relacionados aos processos envolvidos na articulação de Parcerias Público-Privadas (PPP) pela Embrapa Informática Agropecuária. A coleta de dados sobre os processos relativos à PPP da Embrapa foi realizada por meio de pesquisa documental e visitas in loco. Foram identificadas quatro etapas para que a PPP seja formalizada: (i) articulação das parcerias (proposição e submissão de projetos); (ii) implementação/celebração; (iii) gestão e acompanhamento; e (iv) prestação de contas e resultados. Nas duas primeiras etapas, os custos de transação envolvidos são do tipo ex ante. Já na terceira e quarta, são de caráter ex post.
