Media (social accountability) and corruption (transparency) in brazilian municipalities

Resumo: In Brazil, corruption has permeated the public administration. Transparency is a successful governance requirement for fighting corruption. Media freedom is a transparency strategy. In this context, this article seeks to verify the relationship between media (social accountability) and corruption (transparency) in Brazilian municipalities. To this end, it employs a multiple linear regression model, with the proxy for corruption being the evaluation of the transparency of public management carried out by the Federal Public Ministry, the presence of newspapers and radio-am as variables of interest (media) and as variables of control demographic and socioeconomic factors used in the corruption literature, such as: population concentration, Firjan Municipal Development Index for: Employment and Income, education and health; GDP per capita and share of current government expenditure in the municipality's GDP. The year of analysis is 2016. The positive relationship between media and transparency in public management shows that a free press is a fundamental pillar of a democratic society and essential for sustained efforts to fight corruption.

La transparencia es un requisito de gobernanza exitoso para combatir la corrupción. La libertad de prensa es una estrategia de transparencia. Así, este artículo busca verificar la relación entre los medios de comunicación (rendición de cuentas social) y la corrupción (transparencia) en los municipios brasileños. Para ello utiliza un modelo de regresión lineal múltiple, teniendo como proxy de corrupción la evaluación de la transparencia de la gestión pública realizada por el Ministerio Público de la Federación, la presencia de diarios y radio-am como variables de interés (medios) y como control variables factores factores demográficos y socioeconómicos utilizados en la literatura sobre corrupción, tales como: concentración de población, índice de desarrollo municipal de Firjan para: empleo e ingresos, educación y salud; PIB per cápita y participación del gasto público corriente en el PIB del municipio. El año de análisis es 2016. La relación positiva entre la responsabilidad social y la transparencia en la gestión pública demuestra que la libertad de prensa es un pilar fundamental de una sociedad democrática y esencial para los esfuerzos sostenidos de lucha contra la corrupción.No Brasil, a corrupção tem permeado a administração pública. A transparência é um requisito de governança bem-sucedido para combater a corrupção. A liberdade de mídia é uma estratégia de transparência. Nesse contexto o presente artigo busca verificar a relação entre mídia (accountability social) e corrupção (transparência) nos municípios brasileiros. Para este fim, emprega um modelo de regressão linear múltipla, tendo como proxy para corrupção a avaliação de transparência da gestão pública realizada pelo Ministério Público Federal, presença de jornais e rádio-am como variáveis de interesse (mídia) e como variáveis de controle  fatores demográficos e socioeconômicos utilizados na literatura de corrupção, tais como: concentração populacional, Índice Firjan de Desenvolvimento dos Munícipios para: Emprego e Renda, educação e saúde; PIB per capita e participação das despesas correntes do governo no PIB do município. O ano de análise é 2016.
