Federalism, Collaboration Regime and the Articulated Actions Plan as an inductive instrument of educational policies: an analysis based on academic production

Resumo: | The present study aims to analyze the studies that address the implementation of the Articulated Actions Plan (PAR), published in the period from 2009 to 2016, identifying in them the results that point to this tool as an instrument for the induction of public policies by the Central Government. The study is part of the bibliographic survey of the Research Project "Regulation and Implementation of the National Education System in Brazil: Intergovernmental Relations for the Guarantee of the Right to Education", a project funded by CNPq, in an initiative of the Federalism Research Group and Educational Policies "Of the Graduate Program of the Education Center of the Federal University of Espírito Santo. Among the 28 works found on the PAR theme, in this time cut and publication vehicles, 23 indicated induction characteristics in the implementation of PAR in counties of several states of the federation, and the action was largely consolidated vertical form directly from the central government to the municipalities, without state intermediation. These observations refer to the discussions on coordination, cooperation and collaboration, and also on centralization and decentralization, which historically go through the whole debate about the nature of Brazilian federalism. |

El estudio forma parte de la revisión bibliográfica del Proyecto de Investigación "Regulación e Implementación del Sistema Nacional de Educación en Brasil: Relaciones Intergubernamentales para la Garantía del Derecho a la Educación", financiado por el CNPq, en una iniciativa del "Grupo de Investigación Federalismo y Políticas Educativas" del Programa de Postgrado del Centro de Educación de la Universidad Federal de Espírito Santo. De los 28 trabajos encontrados con la temática del PAR, en este recorte de tiempo y de vehículos de publicaciones, 23indicaron características de inducción en la implementación del PAR en municipios de diversos estados de la federación, siendo que, en gran parte, la acción se consolidó de forma verticalizada directamente del gobierno central hacia los municipios, sin la intermediación del estado. Tales evidencias remiten a las discusiones sobre coordinación, cooperación y colaboración y, además, sobre centralización y descentralización, que históricamente atravesan todo el debate sobre la naturaleza del federalismo brasileño.O presente trabalho objetiva analisar os estudos que abordam a implementação do Plano de Ações Articuladas – PAR, publicados no período de 2009 a 2016, identificando neles os resultados que apontam esta ferramenta como um instrumento de indução de políticas públicas por parte do Governo Central. O estudo faz parte da revisão bibliográfica do Projeto de Pesquisa “Regulamentação e Implementação do Sistema Nacional de Educação no Brasil: Relações Intergovernamentais para a Garantia do Direito à Educação”,financiado pelo CNPq, numa iniciativa do “Grupo de Pesquisa Federalismo e Políticas Educacionais” do Programa de Pós-Graduação do Centro de Educação da Universidade Federal do Espírito Santo. Dentre os 28 trabalhos encontrados com a temática do PAR, neste recorte de tempo e de veículos de publicações, 23indicaram características de indução na implementação do PAR em municípios de diversos estados da federação, sendo que, em grande parte, a ação se consolidou de forma verticalizada diretamente do governo central para com os municípios, sem a intermediação do estado.
