Overview of bibliographic production on indigenous health and environmental policies in Brazil

Resumo: | After the 1988 Constitution, social policies gained evidence by obtaining institutional structure and resources. However, these practices were developed in disregard of the phenomena and the global understanding of the different contexts in which indigenous peoples are inserted. The lack of holistic understanding leads to failures in the provision of care and protection practices to Indigenous Peoples. Thus, this dissertation aims to analyze the state of the art of indigenous health and environmental policies in Brazil, considering the bibliographic productions and generating an overview of the application of these policies. The study is exploratory and will be produced qualitatively and quantitatively through a bibliographic survey in articles, information portals of the federal government, indigenous entities, international organizations and advice on Brazilian policies aimed at Indigenous Peoples related to health and the environment, from the colonial period up to the present time. It was possible to identify 147 health publications and 196 related to the environment, totaling 343 documents, distributed in 196 articles, 82 referring to indigenous health policies and 114 regarding environmental indigenous policies, the other publications are classified in the platforms such as doctoral theses, dossiers, master's dissertations and course conclusion works, for example. Indigenous policies aimed at increasing indigenous action and mobilization can be seen, anchored at the right and defense of the land, as well as other important demands, such as the improvement of health care and education. |

Sin embargo, estas prácticas se desarrollaron desconociendo los fenómenos y la comprensión global de los diferentes contextos en los que se insertan los pueblos indígenas. La falta de entendimiento holístico conduce a fallas en la provisión de prácticas de cuidado y protección a los Pueblos Indígenas. Así, esta tesis tiene como objetivo analizar el estado del arte de las políticas ambientales y de salud indígena en Brasil, considerando las producciones bibliográficas y generando un panorama de la aplicación de estas políticas. El estudio es exploratorio y fue elaborado de forma cualitativa y cuantitativa a través de un relevamiento bibliográfico en artículos, informes y otro tipo de producción bibliográfica en los portales de información del gobierno federal, entidades indigenistas, organismos internacionales, concejos y en la world wide web (Internet) sobre las políticas brasileñas dirigidas a los Pueblos Indígenas relacionadas con la salud y el medio ambiente, desde la época colonial hasta la actualidad. Se logró identificar 147 publicaciones de salud y 196 relacionadas con el medio ambiente, totalizando 343 documentos, distribuidos en 196 artículos, 82 referentes a políticas de salud indígenas y 114 sobre políticas ambientales indígenas, las demás publicaciones se clasifican en las plataformas como tesis doctorales, expedientes, tesis de maestría y trabajos de conclusión de cursos, por ejemplo. Se observan políticas indígenas orientadas a incrementar la acción y movilización indígena, ancladas en el derecho y la defensa de la tierra, así como otras demandas importantes, como el mejoramiento de la salud y la educación.Posterior à Constituição de 1988, as políticas sociais alcançaram evidência obtendo estrutura institucional e recursos. Contudo, essas práticas desenvolveram-se com inobservância aos fenômenos e a compreensão global dos diferentes contextos, nos quais os povos indígenas estão inseridos. A não compreensão holística gera falhas na oferta de práticas de cuidados e proteção aos Povos Indígenas. Deste modo, a presente dissertação tem por objetivo analisar o estado da arte das políticas indigenistas de saúde e ambientais no Brasil, considerando as produções bibliográficas e gerar um panorama da aplicação das referidas políticas. O estudo é exploratório e foi produzido de maneira qualitativa e quantitativa por meio de levantamento bibliográfico em artigos, relatórios e outros tipos de produção bibliográfica nos portais de informação do governo federal, entidades indigenistas, organismos internacionais, conselhos e na rede mundial de computadores (Internet) sobre as políticas brasileiras destinadas aos Povos Indígenas referentes à saúde e meio ambiente, desde o período colonial até o momento presente. Foi possível a identificação de 147 publicações de saúde e 196 voltadas ao meio ambiente, totalizando 343 documentos, distribuídas em 196 artigos, 82 referentes às políticas indigenistas de saúde e 114 em relação às políticas indigenistas ambientais, as demais publicações encontram-se classificadas nas plataformas como teses de doutorado, dossiê, dissertação de mestrado e trabalhos de conclusão de curso, por exemplo.
