The federative pact in the construction of the national education system: from the fulfillment of competences to the perspective of the guarantee of the right

Resumo: Problems around distinctions in offer and educational quality in Brazil reflect disarticulation between educational systems and difficulties in management conditions. The alternative to overcome the challenges to effect this social right would be the construction of the National System of Education (SNE), able to articulate and integrate educational systems, considering the complexity of the Brazilian federal system. Therefore, this qualitative research analyzed, with the perspective of dialectical historical materialism and through analysis of content, the organization logical of Health Unic System (SUS) and the Single Management of Basic Education of the State and Municipal Public Education Networks of Mato Grosso, with the purpose to comprehend the federal cooperation to construct SNE. Without exhausting this discussion, the found elements found reiterate the importance of interfederative relationships in making effective public politics, and the importance of the federal pact as a condition to materialize the right to education.

La alternativa para superar los obstáculos a la efectividad de ese derecho social sería la construcción del Sistema Nacional de Educación (SNE), capaz de articular e integrar los sistemas de enseñanza, considerando la complejidad del sistema federativo brasileño. Así, en esta investigación cualitativa, se analizó, con una mirada del materialismo histórico dialéctico y por medio de análisis de contenido, la lógica de organización del Sistema Único de Salud (SUS) y de la Gestión Única de la Educación Básica de las Redes Estadual y Municipal Enseñanza Pública de Mato Grosso, con el objetivo de comprender la cooperación federativa para la construcción del SNE. Sin agotar la discusión, los elementos encontrados reiteran la importancia de las relaciones interfederativas en la efectividad de políticas públicas, y del pacto federativo como condición para la concreción del derecho a la educación.Problemas em torno das desigualdades na oferta e na qualidade da educação no Brasil refletem desarticulação entre os sistemas de ensino e dificuldades nas condições de gestão. A alternativa para superar os entraves à efetivação desse direito social seria a construção do Sistema Nacional de Educação (SNE), capaz de articular e integrar os sistemas de ensino, considerando a complexidade do sistema federativo brasileiro. Assim, nesta pesquisa qualitativa, analisou-se, com um olhar do materialismo histórico dialético e por meio de análise de conteúdo, a lógica de organização do Sistema Único de Saúde (SUS) e da Gestão Única da Educação Básica das Redes Estadual e Municipal de Ensino Público de Mato Grosso, com o objetivo de compreender a cooperação federativa para a construção do SNE.
