From participatory democracy to de-democratization in Brazil: institutions of participation in crisis

Resumo: | The objective of this theoretical essay was to analyze the relationship between social participation and Brazilian democracy in recent years. Considering that Brazilian democracy is in crisis, the question is: “What are the repercussions that such a scenario brings to participatory democracy and, more deeply, to institutions of participation?”. The essay benefited from a bibliographic survey and documental research, analyzing antagonistic cases in which the social participation agenda was understood: Decree Nº. 8.243, of 2014, which strengthened and articulated democratic mechanisms and instances during the government of then President Dilma Rousseff; and Decree Nº 9.759, of 2019, which limited and extinguished collegiate bodies, of the current President Jair Messias Bolsonaro. Through the analytical-conceptual framework of Charles Tilly, it is verified that the repercussions of the Decree Nº 9.759, of 2019, comprise scenarios that precede and indicate a de-democratization movement underway in the government of President Jair Messias Bolsonaro. It is understood that Brazilian democracy does not only take place through the representative model, but also through the participatory model (networks of trust). Participation institutions cannot be excluded from political processes and public action, due to administrative rationalization and resource savings, as the current President argues. |

Considerando que la democracia brasileña está en crisis, la pregunta es: “¿Cuáles son las repercusiones que tal escenario trae para la democracia participativa y, más profundamente, para las instituciones de participación?”. El ensayo se benefició de un levantamiento bibliográfico y de una investigación documental, analizando casos antagónicos en los que se entendió la agenda de participación social: el Decreto N° 8.243, de 2014, que fortaleció y articuló los mecanismos e instancias democráticas durante el gobierno de la entonces Presidenta Dilma Rousseff; y el Decreto N° 9.759, de 2019, que limitó y extinguió los órganos colegiados, del actual presidente Jair Messias Bolsonaro. De acuerdo con el marco analítico-conceptual de Charles Tilly, parece que las repercusiones del Decreto Nº 9.759, de 2019, comprenden escenarios que anteceden e indican un movimiento de desdemocratización en marcha en el gobierno del presidente Jair Messias Bolsonaro. Se entiende que la democracia brasileña no pasa sólo por el modelo representativo, sino también por el modelo participativo (redes de confianza). Las instituciones de participación no pueden ser excluidas de los procesos políticos y de la acción pública, por razones de racionalización administrativa y ahorro de recursos, como argumenta el actual Presidente.Objetivou-se com este ensaio teórico analisar a relação da participação social com a democracia brasileira nos últimos anos. Considerando que a democracia brasileira está em crise, questiona-se: “Quais as repercussões que tal cenário traz para a democracia participativa e, mais a fundo, para as instituições de participação?”. O ensaio se beneficiou de levantamento bibliográfico e pesquisa documental, sendo analisados casos antagônicos em que a agenda da participação social esteve compreendida: o Decreto Nº 8.243, de 2014, que fortalecia e articulava os mecanismos e as instâncias democráticas, durante o governo da então Presidenta Dilma Rousseff; e o Decreto Nº 9.759, de 2019, que limitou e extinguiu colegiados, do atual Presidente Jair Messias Bolsonaro. Mediante o marco analítico-conceitual de Charles Tilly verifica-se que as repercussões do Decreto Nº 9.759, de 2019, compreendem cenários que antecedem e indicam movimento de desdemocratização em andamento no governo do Presidente Jair Messias Bolsonaro. Entenda-se que a democracia brasileira não se dá apenas mediante o modelo representativo, mas também pelo modelo participativo (redes de confiança).
