Analysis of the manuals and primers for the implementation of Construction Waste Management on the construction site in Brazil

Resumo: There are several instruments, such as manuals and booklets that provide guidelines for the management of construction waste in Brazil, that were development based on CONAMA Resolucion n° 307/2002. However, most of the files publicly available were developed previously to the current Brazilian legislation (Law n. 12.305/2010). This paper aims to analyze manuals and booklets electronically available on the planning and implementation of construction waste management in Brazilian construction sites. The methodology used was based on the evaluation of the design of the work taking into account 5 categories (objective, organization, writing style, appearance and motivation) subdivided by 17 items (classified using a Likert scale) and both theoretical and practical content evaluation to identify the presence of items according to the guidelines of Law No. 12.305/2010, Resolution No. 307/2002 of CONAMA, technical standards, books and scientific articles. The results showed that, regarding the design, in general, all the analyzed materials are well presented, and were classified as good or very good. However, regarding the content, none presented all the items requested by the current legislation. As they are available to the public and can be used as a basis for planning and implementing the GRCC, materials prior to the law require updating and, later, a revision to insert the contents not mentioned. In this way, the results of this study may help authors and publishers in this process, with each item listed and not included in the respective materials being pointed out here.

Sin embargo, la mayoría de los archivos que están a disposición del público, fueron producidos antes de la Política Nacional de Residuos Sólidos (Ley n. 12.305/2010). El propósito de este trabajo es analizar los manuales e imprimaciones disponibles electrónicamente sobre la planificación y ejecución de la gestión de los desechos de la construcción civil en las obras de construcción brasileñas. La metodología utilizada se basó en la evaluación del diseño del trabajo teniendo en cuenta 5 categorías (objetivo, organización, estilo de redacción, apariencia y motivación) subdivididas por 17 ítems (clasificados a través de una escala de Likert) y la evaluación del contenido (teórico y práctico), identificando en los publicaciones la presencia de los ítems de acuerdo con los lineamientos de la Ley nº 12.305/2010, la Resolución nº 307/2002 de la CONAMA, normas técnicas, libros y artículos científicos. Los resultados mostraron que, en relación con el diseño, en general, todos los materiales analizados están bien presentados, siendo clasificados como buenos o muy buenos, pero en relación con el contenido ninguno de los materiales presenta todos los elementos previstos en la legislación vigente. Dado que están disponibles para el público y pueden ser utilizados como base para la planificación e implementación del GRCC, los materiales anteriores a la Ley nº 12.305/2010 requieren actualización y, posteriormente, una revisión para insertar los contenidos no mencionados. Por lo tanto, los resultados de este estudio pueden ayudar a los autores y editores en este proceso, con cada elemento enumerado y no incluido en los materiales respectivos que se señalan aquí.Existem no Brasil vários instrumentos (manuais e cartilhas) que apresentam diretrizes para o gerenciamento dos resíduos de construção civil e que foram construídos com base na Resolução CONAMA n° 307/2002. Todavia, a maioria dos arquivos que estão disponíveis publicamente, foram produzidos anteriormente à Política Nacional de Resíduos Sólidos (Lei n. 12.305/2010). Este trabalho tem como objetivo analisar manuais e cartilhas disponíveis eletronicamente sobre o planejamento e a implantação do gerenciamento de resíduos da construção civil nos canteiros de obras Brasileiros. A metodologia utilizada baseou-se na avaliação do design da obra levando-se em conta 5 categorias (objetivo, organização, estilo da escrita, aparência e motivação) subdivididos por 17 itens (classificados através de uma escala Likert) e da avaliação de conteúdo (teórico e prático), identificando nas publicações a presença dos itens de acordo com as diretrizes da Lei nº 12.305/2010, Resolução n° 307/2002 do CONAMA, normas técnicas, livros e artigos científicos. Os resultados mostraram que, com relação ao design, de forma geral, todos os materiais analisados estão bem apresentados, classificando-se como bom ou muito bom, porém com relação ao conteúdo nenhum dos materiais apresenta todos os itens previstos nas legislações atuais. Por estarem à disposição pública e poderem ser utilizados como base para planejamento e implantação do GRCC, os materiais anteriores à Lei requerem atualização e, os posteriores, uma revisão para inserir os conteúdos não mencionados.
