Implementation of Public Educational Policies for the Inclusion of Persons with Disabilities in Professional Education: CEFET-RN and TEC NEP Action

Resumo: | At the same time as the change in the institutional structure of the Federal Technical School of Rio Grande do Norte (ETFRN), for the Federal Center of Technological Education of Rio Grande do Norte (CEFET-RN), the TEC NEP action - Education, Technology and People with Special Educational Needs (BRASIL, 2000). In this scenario, this paper aims to present institutional actions carried out under the CEFET-RN, in line with the guidelines of the TEC NEP Program in the period between 1999 and 2007. This is an exploratory survey conducted by of documentary analysis and bibliographical review from the studies of Cunha (2016) and Musse (2005). TEC NEP emerge on the national scene in order to carry out the proposal for education for all (UNESCO, 1994) providing opportunities for the inclusion of students with disabilities, also in the Federal Professional Education Network. As a result of this research, it is possible to highlight the promotion of periodic events and formative activities such as the Continuing Teacher Education Program for an inclusive educational system and the training course for inclusive methodological strategies. Thus, institutional actions involving the school community in discussing issues related to the inclusion of Persons with disabilities in CEFET-RN, in line with the main objectives of the TEC NEP Program, became evident even before implementation at the national level. |

Personas con Necesidades Educativas Especiales (BRASIL, 2000). En este escenario, el presente trabajo tiene por objetivo presentar acciones institucionales realizadas en el ámbito del CEFET-RN, en consonancia con las orientaciones del Programa TEC NEP en el período comprendido entre los años 1999 y 2007. Se trata de una investigación exploratoria realizada por medio de análisis documental y revisión bibliográfica a partir de los estudios de Cunha (2016) y Musse (2005). El TEC NEP emerge en el escenario nacional con el fin de hacer efectiva la propuesta de una educación para todos (UNESCO, 1994) oportunizando la inclusión de estudiantes con discapacidad, también en la Red Federal de Educación Profesional. Como resultado de esta investigación, es posible destacar la promoción de eventos periódicos y actividades de carácter formativo como el Programa de Formación continuada de docentes para un sistema educativo inclusivo y el curso de formación para estrategias metodológicas inclusivas. Se hace evidente la existencia de acciones institucionales que involucra a la comunidad escolar en la discusión de cuestiones dirigidas a la inclusión de Personas con discapacidad ya en el CEFET-RN, en consonancia con los principales objetivos del Programa TEC NEP, incluso antes aplicación a nivel nacional.Contemporaneamente à mudança de institucionalidade da então Escola Técnica Federal do Rio Grande do Norte (ETFRN), para Centro Federal de Educação Tecnológica do Rio Grande do Norte (CEFET-RN), foi instituída nacionalmente a ação TEC NEP - Educação, Tecnologia e Profissionalização para Pessoas com Necessidades Educativas Especiais (BRASIL, 2000). Neste cenário, o presente trabalho tem por objetivo apresentar ações institucionais realizadas no âmbito do CEFET-RN, em consonância com as orientações do Programa TEC NEP no período compreendido entre os anos de 1999 e 2007. Trata-se de uma pesquisa exploratória realizada por meio de análise documental e revisão bibliográfica a partir dos estudos de Cunha (2016) e Musse (2005). O TEC NEP emerge no cenário nacional tendo em vista efetivar a proposta de uma educação para todos (UNESCO, 1994) oportunizando a inclusão de estudantes com deficiência, também na Rede Federal de Educação Profissional. Como resultado desta investigação, é possível destacar a promoção de eventos periódicos e atividades de caráter formativo como o Programa de Formação continuada de docentes para um sistema educacional inclusivo e o curso de formação para estratégias metodológicas inclusivas. Torna-se, assim, evidente a existência de ações institucionais que envolviam a comunidade escolar na discussão de questões voltadas para a inclusão de Pessoas com deficiência já no CEFET-RN, em consonância com os principais objetivos do Programa TEC NEP, antes mesmo de sua implementação em âmbito nacional.
