PUBLIC POLICIES FOR PEOPLE WITH DISABILITIES: EDUCATION AND SOCIAL INCLUSION IN BRAZIL

The objective of this article was to revisit the trajectory of national and international public policies that impact the social inclusion of people with disabilities in the 21st century. As a method, bibliographic research and literature review were carried out, identifying the main national and international legal frameworks and presenting the appropriate observations in relation to them, as well as the effective benefits to this demand, highlighting the social movements, in favor of people with disabilities and the participation of bodies such as the National Coordination for the Integration of Persons with Disabilities and the National Council for the Rights of Persons with Disabilities and the Secretariat for Human Rights. It was concluded that people with disabilities have conquered rights that ensure access to goods and services, but they find it difficult to be included in the fields of education and the job market, due to little education, disqualification and resistance on the part of educational institutions and companies that do not are prepared structurally and attitudinally. The academic discourse elucidates barriers to inclusion, prioritizing rights to education, the job market, assistive technology, health care and accessibility, but presents counterpoints to its materialization.
