Policies and teachers’work in the vocational education

Summary: This article is part of a research and it aims at analyzing how a set of educational policies from the 1990 decade produces meaning effects from official discourses to the vocational educational teachers´ work. The methodological orientation was a qualitative approach of the bibliographic study type. Therefore, it is possible to verify that the hegemonic appeal of current educational policies is that they give better results when they have the direct participation of the Market in their pedagogical, financing and management processes. So, we sought to investigate what has been determining vocational education policies' agenda? Consensus among international Market, school government power, or community participation definition of such? Faced with all conjuncture, the need for greater autonomy on the part of teachers and less control over the participation of the school community in decision-making of those inserted in the educational process is expressed. Finally, it was concluded that an education is one that opens spaces for the democratization of the teaching and learning processes, and it would be a useful lesson to break with current global logic.

La orientación metodológica fue un abordaje cualitativo del tipo estudio bibliográfico. En vista de lo anterior, es posible verificar que el atractivo hegemónico de las políticas educativas contemporáneas es que la educación profesional da mejores resultados cuando cuenta con la participación directa del sector privado en sus procesos pedagógicos, de financiamiento y de gestión. Frente a eso, buscamos investigar ¿qué viene determinando el contenido de las políticas de formación profesional? ¿Consenso entre organismos internacionales, sectores gubernamentales, empresarios o participación efectiva de la comunidad escolar en su definición? Ante tal coyuntura, se expresa la necesidad de mayor autonomía por parte de los docentes y menor control sobre la participación de la comunidad escolar en la toma de decisiones de los sujetos insertos en el proceso educativo. Se concluye que una educación liberadora es aquella que abre espacios para la democratización de los procesos de enseñanza y aprendizaje, esta sería una valiosa alternativa para romper con la lógica actual.O presente artigo é parte de uma pesquisa que tem como objetivo analisar como um conjunto de políticas educacionais produzidas a partir da década de 1990 exerce efeitos de sentido a partir de seus  discursos oficiais sobre o trabalho de docentes vinculados à educação básica e profissional. A orientação metodológica foi abordagem qualitativa do tipo estudo bibliográfico. Frente ao exposto, é possível constatar que o apelo hegemônico das políticas educacionais contemporâneas é de que a educação profissional dá melhores resultados quando conta com a participação direta do setor privado em seus processos pedagógicos, financiamento e gestão. Diante disso, buscou-se investigar o que vem determinando o conteúdo das políticas para a educação profissional? Consenso entre organismos internacionais, setores do governo, empresários ou participação efetiva da comunidade escolar na definição de tais? Diante de tal conjuntura, expressa-se a necessidade de maior autonomia por parte dos docentes e menor controle sobre a participação da comunidade escolar na tomada de decisões dos sujeitos inseridos no processo educativo.
