Valuation policies towards teachers’ work in Brazil

Resumo: This paper addresses a relatively unexplored topic in educational research: teachers´ support policies. The data presented herein are part of a larger study concerning initial and continuing teacher education, teaching career, attendance to beginning teachers, and support to the work of teachers in Brazilian states and municipalities. To this end, this text will discuss the policies implemented by five state and ten municipal departments of education intended to value the work of teachers. Data were collected during the visits to the fifteen departments of education, where interviews were conducted with those responsible for implementing the policies, and documents related to those policies were obtained. Three types of initiatives intended to value teachers´ work were identified: socialization of successful teaching practices, awarding for good performance, and support to teachers’ professional development. The analysis indicated that these incentives tend to reward teachers individually, and that there is no sufficient information or research data that could attest to the effects of these measures on the quality of classroom teaching and student learning.

Los datos aqui presentados son parte de un estudio mas amplio sobre las cuestiones relativas a las politicas de la educacion inicial y continua, la carrera docente, acompañamiento a los principiantes y apoyos al trabajo de los profesores en estados y municipios brasileños. Para efectos de este texto se discutiran las politicas implementadas por cinco secretarias estatales y diez secretarias municipales de educacion de Brasil, con la finalidad de valorar el trabajo de los docentes en su justa medida. Los datos se recolectaron durante la visita realizada a las quince secretarias de educacion. En estas visitas se realizaron entrevistas con los responsables para la implementacion de politicas y se obtuvieron documentos relativos a las iniciativas de apoyo a los docentes. Se identificaron tres tipos de iniciativas para valorar a los docentes: socializacion de practicas exitosas, premios por rendimiento y apoyos a la cualificacion profesional. Los analisis indicaron que estos incentivos tienden a compensar individualmente al docente, y que no hay suficiente información de encuestas o registros que puedan asegurar el efecto de estas medidas sobre la calidad de la enseñanza y el aprendizaje de los alumnos.O texto aborda um tema pouco explorado nas pesquisas da area de educação: as politicas de apoio aos docentes. Os dados aqui apresentados integram uma pesquisa maior, que investigou questoes referentes às politicas de formação inicial e continuada, à carreira docente, ao acompanhamento aos iniciantes e aos apoios ao trabalho do professor em Estados e municipios brasileiros. Para fins do presente texto, serao discutidas as politicas implementadas por cinco secretarias estaduais e dez secretarias municipais de educação do Brasil, destinadas a valorizar o trabalho dos professores. Os dados foram coletados quando da visita às 15 secretarias de educação, onde foram realizadas entrevistas com os responsaveis pela implementação das politicas e obtidos documentos referentes às acoes de apoio ao trabalho docente. Foram identificados tres tipos de iniciativas para valorizar os docentes: socialização de práticas exitosas, premios por desempenho e apoio à qualificação profissional.
