Resumo: This text is an analysis of the political game involved in the creation of secondary schools (high schools) in the state of São Paulo from 1930 to 1971. It examines the conflicting trajectory of the expansion of the São Paulo public secondary marked by the prevalence of the political criterion between the 1930s and 1950s and the attempts, not always successful, to change this trend in the 1960s, new institutional actors and new patterns of political intervention interposing the rationalized planning of expansion of the school network, especially the performance of the State Education Council and the State Department of Education. The study is based on Political History and the notion of the political field using documentary sources such as the school creation bills, educational legislation and the State Education Plan.

Examina la trayectoria conflictiva de la expansión del secundario público paulista marcada por la prevalencia del criterio político entre las décadas de 1930 y 1950 y las tentativas, no siempre exitosas, de alteración de esa tendencia en la década de 1960, frente a la afirmación de nuevos actores institucionales y nuevos patrones de intervención política interponiendo el planeamiento racionalizado de expansión de la red escolar, con destaque para la actuación del Consejo Estatal de Educación y de la Secretaría de Estado de la Educación. El estudio se fundamenta en la Historia Política y en la noción de campo político valiéndose de fuentes documentales como los proyectos de ley de creación de escuelas, la legislación educacional y el Plan Estatal de Educación.Este texto constitui uma análise do jogo político envolvido na criação de escolas secundárias (ginásios e colégios) no estado de São Paulo, no período de 1930 a 1971. Examina a trajetória conflituosa da expansão do secundário público paulista marcada pela prevalência do critério político entre as décadas de 1930 e 1950 e as tentativas, nem sempre exitosas, de alteração dessa tendência na década de 1960, face à afirmação de novos atores institucionais e novos padrões de intervenção política interpondo o planejamento racionalizado de expansão da rede escolar, com destaque para a atuação do Conselho Estadual de Educação e da Secretaria de Estado da Educação.
