This paper presents the operation of Passengers Intermunicipal System of the State of Bahia, its peculiarities inserted in a context of regulation of transport through the role played by AGERBA - State Agency for Regulation of Public Utilities of Energy, Transport and Communications of the state of Bahia, and also involved in the operation, entrepreneurs and consumers of the service. The economic regulation and its foundations are discussed in light of the sector of passenger transport from then is the outlook of the sector, indicating problems and suggesting solutions that can meet the needs of the bahian society provide a service appropriate transport involving the regularity, continuity, efficiency, safety, today, generally, courtesy and moderation in its provision of tariffs. It made the side of the producers of the service model from the cycle of supply of passenger transport, and then presents the rights and obligations of users and if there discussing the social control of public service.
