The immigrant question in Canada in perspective

Resumo: The proposal of this work is to analyze the historical evolution of Canada in its migratory aspects focusing on the policies that the Canadian State elaborated in this respect throughout its 150 years of history. The flows received, their qualitative/quantitative characteristics and the internal and external economic context in which they took place will be taken into account. The theme is highly relevant given the renewed intensity and variety of its flows, its effects on labor markets, the cultural effects and its interrelation with the evolution of capital at national and international level. We will take the first period of analysis when the expansion of the capitalist system took place (1867-1930). The Industrial Revolution allowed Canada to enter the international market as a supplier of raw materials, the opening policies of the State, focused on the need for workers. In particular, Europeans who arrived to occupy empty spaces and fertile prairies. Canada, from the second postwar period, second period (1945-2001), in a privileged situation, shared the industrial development of the northern hemisphere and also benefited from a large volume of US investments. We will see how its immigration policy focused on ethnic diversity, generating the so-called multiculturalism, A third stage would begin in 2001 (11-S) and comes to our day, when the western paradigm immigration changed from the need for workers towards security and control issues where we established what could be called the “discomfort of diversity” since the other, the different persons became someone to must be controlled because they generate rejection and suspicion.

Se tendrán en cuenta los flujos que ha recibido, sus características cuali/cuantitativas y el contexto económico interno y externo en el que tuvieron lugar. La temática resulta de gran actualidad dada la renovada intensidad y variedad de sus flujos, sus efectos en los mercados laborales y en el plano cultural y su interrelación con la evolución del capital a nivel nacional e internacional. Tomaremos una primera etapa de análisis cuando se produjo la expansión del sistema capitalista (1867-1930). La Revolución Industrial permitió a Canadá insertarse en el mercado internacional como proveedor de materias primas, las políticas aperturistas del Estado, se centraron en la necesidad de trabajadores, en especial europeos, que llegaron para, ocupar espacios vacíos y praderas fértiles. Canadá, a partir de la segunda posguerra, nuestra segunda etapa (1945-2001), en una situación de privilegio, compartió el desarrollo industrial del hemisferio norte siendo además beneficiaria de un importante volumen de inversiones estadounidenses. Veremos como su política inmigratoria se centró en el respeto a la diversidad étnica, generando el llamado multiculturalismo, Una tercera etapa comenzaría, en el año 2001 ( 11-S) y llega a nuestros días, cuando cambió el paradigma inmigratorio de occidente virando de la necesidad de trabajadores hacia la seguridad y el control donde se estableció lo que podríamos llamar el “malestar de la diversidad” ya que el otro, el diferente se convirtió en alguien a controlar porque genera rechazo y sospecha.A proposta deste trabalho é analisar a evolução histórica do Canadá em seus aspectos migratórios com foco nas políticas que o Estado canadense elaborou nesse sentido ao longo de seus 150 anos de história. Serão considerados os fluxos recebidos, suas características qualitativas/quantitativas e o contexto econômico interno e externo em que ocorreram. O tema é de grande relevância dada a renovada intensidade e variedade de seus fluxos, seus efeitos nos mercados de trabalho, os efeitos culturais e sua inter-relação com a evolução do capital em nível nacional e nível internacional. Tomaremos o primeiro período de análise quando ocorreu a expansão do sistema capitalista (1867-1930). A Revolução Industrial permitiu que o Canadá entrasse no mercado internacional como fornecedor de matérias-primas, as políticas de abertura do Estado, voltadas para a necessidade de trabalhadores. Em particular, europeus que chegaram para ocupar espaços vazios e prados férteis. O Canadá, a partir do segundo pós-guerra, segundo período (1945-2001), em situação privilegiada, compartilhou o desenvolvimento industrial do hemisfério norte e também se beneficiou de um grande volume de investimentos norte-americanos.
